The Big One and SF City Officials

by Francisco Da Costa (frandacosta [at] att.net)
The Big One will come and that fact has been made very clear by many experts. Foremost the United States Geological Survey Agency. I have studied the maps for the last 15 years and what I see from the maps and very recent data makes the situation at hand very serious. As human beings we can take the precaution and wait. We cannot defeat Mother Nature - we saw that with the Tsunami and we saw it with the recent major Earthquakes. The pity is that we have inept City Officials in San Francisco that talk the talk and cannot walk the walk. Beware of the Big One!
On April 18, 1906 the Big One hit San Francisco and the City of San Francisco suffered loss of life and property. After the Big One the City was rebuilt in a manner that defies logic. Greed and Money forced some to build tall buildings and homes without having learned much from the 1906 Earthquake.

Both in 1906 and 1989 we had the Army to help us. I was there in 1989 and vouch for the excellent work the Army did.

An added factor that made things worse in 1906 was the fire. This time around there will be added factors - many more buildings, roads, and the huge population.

Our Infrastructure is old and the bridges collasping, the Reseviors bursting open, the tall building block roads, - the situation now is worse - unless we work on addressing the obstacles.

Today, the experts and those of us that care and study about Infrastructure know tha thousands of homes will topple down. Most of the homes built on former San Dunes in the Avenues. The old brick buildings that stand now but will not stand tomorrow when the Big One strikes.

Our Main Hospital will not stand the Big One! Think about that?

Our City Officials keep playing with fire. Susan Leal trying to convince the folks that the Fire Hydrants will work - and those painted Blue she says will have clean drinking water. This woman is unbelievable - she talks the talks but cannot walk the walk. She talks the way she talks because she has no clue and no engineering experience. She is inept and very arrogant.

We have a population about 780,000 is San Francisco. In the day time this population increases to over a million and a half. We have more buildings today then we had in 1906. If we experience a magnitude 7.5 of greater Earthquake - the Resevoirs that we have in San Francisco will break open and the water will flow and flood vast areas. The roads will be a mess but the thousands of homes that cannot stand the Big One - will hamper progress.

The over 900 miles of sewer pipes including the 3 Treatment Plants will suffer damage. The over 1900 miles of clean drink water that we now have in operation will suffer actute damage. The reason is very simple the pipes are over 75 years old and will break just like match sticks. Now, Susan Leal and Mayor Gavin Newsom what do you have to say.

Now imagne the roads all torn up and homes and huge building falling down and total confusion all over the place. If the gas mains break as they did in the Marina in 1989 - now multiply that all over the City and County of San Francisco.

Right now the right thing to do is make an ASSESMENT of all the neigbborhoods BLOCK by BLOCK and have a plan in place. Have we done that? Hell no. We have 11 Neighborhood Districts each with a Supervisor - we have 10 Police Districts each with a Captain. We have many Fire Stations and a Fire Chief that I hope God helps her. The same with our Police Chief who is faced with actute problems within her work force.

Now is the time for the community to take measures to fend for themselves. We cannot and should not wait for these folks that have major problems of their own to help us.

Do we have folks in place block by block to take charge? Hell no.

We have a diverse population so we should have follks that speak their language and even those that know English do not know the details when an Emergency as large as the Big One hits. So all these folks should be given an orientation.

The City and County of San Francisco does not heavy equipment to move large obstacles. We recently saw in Marin County one many trapped at the back of his house. This one man was killed and it took over two days to recover his body. Think about this incident and multiply it a thousand times. All I am saying right now to be prepared to have the heavy equipment in place and we do not have it.

We do not have helicopters - once the SFPD had one! Air power is critical to save lives. We also should have a large Ship to cater to the injured some where in the Bay.

This plan should be a Regional One not just a local one. A Regional one with plans that work - with workshops and drills that have timelines, Accoutability and Transparency. Headed by some one that know - not Ann Marie Conroy.

We do have the communication equipment for the local Law Enforcement, the local Fire Department, the Office of Emergency Services, the State and Federal Agencies being on one single PORTAL. The folks talk the talk but cannot walk the walk.

Let us make our Communication Work with simple commands and quick executions.

All over the City and County of San Francisco you have these SIRENS. They have not been tested and when they tested the last time around they failed.

But the Sirens will not do much accept make a loud noise. The Big One may topple half the Sirens which sit on old poles that do not been any seismic standards. The few I visited I know for sure will fall down faster then the Electric poles. Can Mayor Gavin Newsom check this fact out?

San Francisco is a Racist City and believe you me the poor and those that do not have clout will not be helped when the Big One strikes. Much like New Orleans.

The Hayward Fault they say will be the one to strike but I have heard a couple of experts say two faults may errupt at the same time. The reason the close proximity and the period of time that makes this possible.

As human beings we have to be prepared as we cannot and should not defy Mother Nature and Mother Earth.

So far the City and County of San Francisco has been bragging about the little it is attempting to do - putting the cart before the horse. Doing some important projects is a half ass manner and bragging about it. We have a 5 Billion dollars budget and continue to waste millions of dollars - making silly mistakes and forking out to consultants and others that love to prey on San Francisco because the City leaders make that possible.

Anne Marie Conroy is a JOKE and she heads the Office of Emergency Services. The woman did not know anything about Logistics or handling an Emerency Project.

So months after she was annointed by Mayor Gavin Newsom she goes to Fort Ord to learn the basics at tax payers example.

The key officials heading the Key City Departments are not qualified to do their job. Susan Leal and Ann Marie Conroy are not. Would it help if I mentioned the others?

On the anniversary of the Big One - we should think hard about the fools in leadership positions.
