San Francisco Public Utilities continues to waste tax payers money making poor choices

San Francisco Public Utilities Commission (SFPUC) continues to make very poor choices and will poorer leadership under Susan Leal wastes millions of dollars most of it from the tax payers. Mayor Gavin Newsom continues to back Susan Leal and her cronies that surround her. Susan picks persons who favor life style rather then qualification. How can San Francisco continue to waste millions but more entrust our infrastructure in the hands of any inept and corrupt Susan Leal and her cronies. Our clean water, waste water, and electricity need better management.
It is a shame that in the year 2006 we have an inept person like Susan Leal from the San Francisco Public Utilities Commission (SFPUC) in charge of our clean water, our sewage facilities, and the whole Hetch Hetchy project which give us so much in resources from clean water, to electricity, to cultural resources.

Susan Leal is no Engineer but further lacks the comprehension about Infrastructure. The City of San Francisco has over 900 miles of sewer pipes and most of them are over 75 years old and failing. Our Resevoirs are in poor shape.

The City has over 1900 miles of clean water pipes and as you might expect they too are over 75 years old and leaking. Daily the watershed is compromised.

It is critical that we understand that the clean water from Hetch Hetchy was stolen from the First People.

The SFPUC was introduced to the First People at two SFPUC meetings and I made certain to state the facts before the SF Public Utilities Commission.

If the SFPUC does not get the blessing of the First People the present projects will FAIL.

Again and again the SFPUC will give jobs to folks that prefer a certain LIFE STYLE. This is wrong as the jobs should be based on QUALIFICATIONS not life style.

In the Southeast Sector of San Francisco we have a Raw Sewage treatment plant and hundreds of miles of sewage and clean water pipes that are leaking.

The Raw Sewage Treatment Plant spews more pollutants then the Hunters Point power plant. The Hunters Point power plant is used only when we need it during peak hours. The area most affected Bayview Hunters Point.

The Raw Sewage Plant at Phelps sits closer to residential homes and kills thousands of people slowly. It is time the world knows about this. Dangerous particulates are released into the air daily and added with this dangerous pathogens.

Mosquitoes breed in large tanks and it just a matter of time before a pandemic starts in the Bayview Hunters Point. How many folks are talking about this fact? How many of our children and adults have died because of the Raw Sewage Treatment Plant?

The filthy stench impacts a very wide area over 3 miles each and every day.

Where are the environmentalists on this important issue. As far as the experts that know the Raw Sewage Palnt is much more dangerous and polluting then the Hunters Point power plant today.

The Cross Town Tunnel a Proposition that was passed by the constituents has NOT been executied. The last bond measure mandated addressing Sewage. SFPUC chose not to address the Sewage problems and focused on Clean Water. Now that is will spend freely $1.6 Billion yes Billion and another $3 Billion from the other regions - it want more Billions to play with Sewer.

It has yet to show and prove to us that the Hetch Hetchy projects are in place and does not have a good Environmental Impact Report in place. So far lots of hot air from Richard Sklar and Suan Leal but no action.

The SFPUC has been taking Pacific Gas and Electric (PG&E) to court and losing its cases.

The SFPUC hires idotic lawyers to argue cases with PG&E lawyers but pays the idotic lawyer more. Over 17 million dollars to fight PG&E on matters that could have been settled using facilitators and other mitigation methods.

SFPUC went to court because of Susan Leal - Butch tactics do not work in the real world.

Again and again at the Stakeholder meetings we see the very poor articulation on important matters that SFPUC has to offer.

For instance SFPUC wasted millions building 3 conduits on land that was prone to liquefaction.
More importantly under the Force Main a huge 8 foot pipe that carrries treated sewage by Islais Creek and near Pier 80. The conduits were compromised and cannot be used. Further the Force Main has been compromised and in an Earthquake will fail.

Over 20 million dollars was wasted on this project.

After the conduits were compromised SFPUC tried to make PG&E suffer some consequences and tried to make PG&E a party to the stupid decision made by Sophie Maxwell, SFPUC, and the City and County of San Francisco.

No one is talking about this case. But if a through investigation is done the world will know more about the City and County of San Francisco. For sure about SFPUC and entities like the Department of Public Works. MUNI too played a role in the compromising of the Force Main that takes 80% of the City's treated sewage and more from the other counties.

If we have an Earthquake soon the Force Main will fail.

The Phelps Sewage Treatment Plant will fail and thousands will be impacted in more then one way especially those living close by the old, toxic spewing Raw Sewage Treatment Plant. What has Susan Leal and Mayor Gavin Newsom to say about this issue?

SFPUC cannot simply take PG&E to court and win. The facts are against SFPUC. SFPUC is corrupt. It is racist. Remember the cases against African Americans - blatant racism. It continues to this very day.

PG&E has been in the business for over 100 years and understand utility issues better then SFPUC which is an off shoot of the SF Water Department. To date the SF Water Department does most of the work for SFPUC. What SFPUC does best in waste millions of tax payers money.

Recent it paid over $600,000 linked to injury cases and others because of very poor management. What has Susan Leal to say about this?

Today because of the Stakeholder meetings we in San Francisco have better Transmission Lines.
I attend and participate at these meetings and have for many, many years. There are those that talk the talk and those that really walk the walk. Too many hot air so called environmentalists that are NOT educated on issues. Some cannot write a decent paragraph but have others comment and write for them.

We have the Jefferson-Martin Transmission line is place and by August all the issues will be resolved to make this Transmission Line functional. By then the Hunters Point power plant should be decommissioned. As any one knows you cannot just simply shut plants down and take greater risks then required. A study of the logs will show that the Hunters Point Power Plant is fired up at a minimum. Most of the Combustion Turbines at this plant are IDLE. Those are simply the facts. We cannot go by GOSSIP and FABRICATION when it comes to important issues.

Transmission Lines are not easy to construct and the Stakeholders played an important role working with California Public Utlities Commission (CPUC), California Energy Commission (CEC), Federal Regulatory Energy Commission (FERC), and other entities including California Independent Systems Operator (CAISO) to bring about the best changes and progress to San Francisco.

We also have in place a brand new transmission line from Potrero to Hunters Point to Larkin.

By 2012 we hope to have the Pittsburg-Potrero Transmission Line in place the only transmission line from the North and a back up in any worst case senerio such as the BIG ONE.

Today we to not need the proposed 3 Combustion Turbines that SFPUC endorses to be built closer the Bayview Hunters Point. A site was chosen closer to Potrero Hill once. No one is talking about this fact. Whites folks like to push their evil designs closer and closer to folks that they do not inform.

In fact there has been no Accoutability and Transparency even at the Intervenor Level and this is a disgrace. The site chosen to place the proposed 3 Combustion Turbines is pure land fill and prone to liquefaction.

These Combustion Turbines will be worse then the Hunters Point Power Plant which is not used as before and has been used less as the years go by.

It is the Mirant Plant at Potrero that is very polluting and some folks that bark alound do not have the guts to look at the whole picture.

It is critical to understand that right now we need good transmission lines.

PG&E is not perfect but it has invested money (tax payers money) to construct new transmisison lines. We have many newer better Power Plants outside San Francisco that can bring in power using the transmission lines in place and those transmission that will be in place in the future.

Again we do not need the 3 very toxic Combustion Turbines spewing PM-2.5 and pathogens into the air. Killing innocent people.

The Raker Act expressly stated that San Francisco should use the electricity and the water resources.

However some years later Congress with influencial folks from San Francisco went back to Congress and permitted Electricity and Transmission Lines to be operated by entities such as PG&E. Also contracts to be signed with entities to use our water and electricity such as Tulare County.

Today SFPUC cannot govern itself. Susan Leal makes $300,000 plus perks. The woman is not worth that much and should be fired.

It is wrong to permit SFPUC to waste millions of dollars. The SF Board of Supervisor should not give the SFPUC one single cent. Let it lay off the top management, fire the life style cronies, fire Susan Leal and bring the SFPUC back on track.

Our Hetch Hetchy infrastructure is worse off under Susan Leal. The quality of water is worse off under Susan Leal. Our Resevoirs are in danger and all we hear is hot air.

SFPUC offers the worse management but the pay scale are the highest.

Tony Winnicker keeps blaming others but cannot see the fools that surround him that are very inept. Barbara Hale, William Carlin, Tony Irons follow the poor leadership of Susan Leal and will soon swim in a cesspool and drown.

STOP WASTING TAX PAYER MONEY IN THE MILLIONS.

Susan Leal is a Democrat, and is typical of her entire rotten party, the twin party to the rotten Republicans. All of the people complaining about the conditions in Bayview Hunters Point need to leave the Democratic Party immediately and join either the socialist Peace & Freedom Party or the Green Party. It is thanks to the Democratic Party that the heinous conditions exist in BVHP. It is long overdue that both the Democratic and Republican Parties, along with the capitalist society they promote, be cast into the dustbin of history. You can do your part by leaving the Democratic Party today.

I am for removing the Democrats from office. Now, may I ask as to the other parties including the Socialists how informed are they? Is there a candidate from the other parties that I can sit down and who is willing to rescue the Bayview Hunters Point and Infrastructure in general in San Francisco.

I agree Diane Feinstein and Nancy Pelosi is as fake as the two inch make up they wear.

The last time we worked hard for Matt but then we found out that Absentee votes brought him down - he lost by 4 points. I have NOT seen the Green Party active in the Bayview and respresenting the constituents with a strong voice.

We can for example get rid of Nancy Pelosi if all the Green, Socialist, Independents, Others gather in force, VOTE and that would change things forever.

I find it difficult when Nancy boasts she has a SAFE seat. Perhaps the only seat she is safe in is her toilet seat. Dianne Feinstein is another woman that has NOT represented immigrants and the poor and needs to take a hike. Both are poor representing real issues linked to the Environment.

Time to send these folks packing and the sooner we do it the better. Can you rally the renagade brigade so that we can take this to the higest level in the quickest way possible.

Perhaps we can appear on IndyMedia Radio and challenge the world. Too many zombies sitting around talking a lot of hot air and doing nothing much.
