Summary
Israeli violations of international law continued in the OPT during the reporting period (6–12 April 2006):
Killing: During the reported period, IOF killed 19 Palestinians, including three children.
In the Gaza Strip, two Palestinian civilians were killed by IOF artillery shelling that targeted the northern Gaza Strip on 9 and 10 April. Eleven Palestinians, including a man, his child and two brothers, were extra-judicially executed by IOF on 7 and 8 April 2006 in Rafah and Khan Yunis respectively. Two members of the Palestinian resistance were killed in Gaza City on 8 April 2006, when an IOF aircraft launched a missile at their car.
In the West Bank, two Palestinian civilians were killed by IOF in Nablus on 7 and 8 April 2006. A Palestinian child was seriously wounded by IOF in Seilat al-Harthiya village near Jenin on 8 April 2006 and was later pronounced dead on 11 April 2006. A fourth Palestinian was killed when he exchanged fire with IOF when they came to arrest him in Beit Ta’mar village, east of Bethlehem, on 9 April 2006.
During the reported period, IOF continued to shell Palestinian areas in the Gaza Strip. They fired artillery shells at houses. IOF also employed war planes to shell civilian targets. A number of houses and civilian facilities were damaged and 54 civilians, including 32 children, were injured.
During the reported period, 40 Palestinian civilians, including 36 in Nablus, were wounded by IOF gunfire.
Incursions: During the reported period, IOF carried out numerous incursions into Nablus. They killed two Palestinian civilians, including a child, and wounded 36 others. They also arrested 24 Palestinian civilians, including a girl, and transformed 5 houses into military sites. During the reported period, IOF conducted 27 military incursions into Palestinian communities in the West Bank. During these incursions, IOF raided houses and arrested 46 Palestinian civilians, including 5 children. In addition, IOF transformed 7 houses into military sites. IOF used undercover units and trained dogs during these incursions.
Restrictions on Movement: IOF have continued to impose a comprehensive siege on the OPT, in violation of civil, political, economic, social and cultural rights of Palestinian civilians.
IOF have continued to impose a tightened siege on the Gaza Strip, transforming it into a large prison. IOF have continued to monitor the movement of Palestinian civilians through Rafah International Crossing Point on the Egyptian border. Although IOF have allowed the transportation of food aid from Egypt into the Gaza Strip through Kerem Shalom commercial crossing, southeast of Rafah, the crossing has not been officially opened. IOF have also continued to prevent Palestinian workers from the Gaza Strip from reaching their work places in Israel through Beit Hanoun (Erez) crossing. They have continued to prevent hundreds of thousands of Palestinians living in the Gaza Strip from traveling to the West Bank. IOF have closed al-Mentar (Karni) commercial crossing, east of Gaza City. During the reported period, the crossing was reopened for a few hours only. As a result, the economic conditions in the Gaza Strip have deteriorated.
IOF have continued to impose a tightened siege on Palestinian communities in the West Bank. IOF positioned at various checkpoints in the West Bank are imposing severe restrictions on the movement of Palestinian civilians. IOF positioned at Za’tara checkpoint, south of Nablus, have prevented residents of Jenin from passing through the checkpoint. During the reported period, IOF positioned at various checkpoints in the West Bank arrested 5 Palestinian civilians, including two children.
Annexation Wall: IOF have continued to construct the Annexation Wall inside the West Bank. During the reported period, IOF continued to construct a section of the Wall in the Dahiat al-Barid area, north of Jerusalem. They also continued to construct the separating fence around “Shavi Shomron” settlement, northwest of Nablus. Following a petition submitted by residents of the al-Mawahel quarter of Beit Hanina village, north of Jerusalem, against the construction of the Wall in the area, IOF closed the entrance of the quarter, which leads to Bir Nabala village, and replaced a checkpoint erected on the main road leading to the quarter with barbed wire. IOF also continued preparations to transform the Container checkpoint at the southern entrance of Jerusalem into a border crossing between the West Bank and Jerusalem. During the reported period, IOF used force against demonstrations organized by Palestinian civilians and international and Israeli peace activists in protest to the construction of the Wall in Bal’ein and Beit Siera villages, west of Ramallah. A number of demonstrators suffered from tear gas inhalation.
Illegal Settler Activities: Israeli settlers in breach of international humanitarian law continue to reside in the OPT and have launched a series of attacks against Palestinian civilians and property. During the reported period, Israeli settlers seized a house in the old town of Hebron.

Two Palestinians were killed by Israeli shell fire in the Gaza Strip on Wednesday afternoon.
Israeli forces went on high alert Wednesday, the eve of the Jewish Passover holiday. A full closure has been imposed on the West Bank and Gaza Strip. Hamas
In Nablus, occupation forces nabbed 12 Palestinians early Wednesday. One Palestinian was also wounded. Elsewhere, Israeli jets attacked an Al-Aqsa Martyrs' Brigades office in Gaza City on Wendesday.
Meanwhile, the Hamas-led government is willing to give Israel a de facto recognition in return for full Israeli withdrawal from the West Bank, East Jerusalem and Gaza Strip and the creation of a viable and territorially-contiguous state within the 1967-borders, according to sources close to Palestinian Prime Minister Ismael Haniya.
The sources described "the change of policy" as "significant." "What it means is that the Palestinian government is willing to recognize Israel if Israel met certain conditions, including a complete withdrawal from the territories Israel occupied in1967 ," a source told IRNA Wednesday.
The source added that he expected the "new posture" to be announced officially by Haniya in the coming few days.
If true, the new development will constitute a significant departure from Hamas' erstwhile attitudes which negates Israel's right to exist.

1st. The claim that Israel is such a wonderful democracy touted by the blind Israel terror apologists doesn't jibe w/ there constant accusations of antisemitism based on 'singling out Israel'. If a country claims to be democratic, in additions to receiving billions in US subsidized taxpayer cash/military welfare, it needs to be held to the most stringent of standards, accountability, criticism--the brightest of lights must be shined on them.
Also,
Quiz yourself on Israeli Democracy
Is it Israeli Democracy or "Jewish Democracy", you be the judge. Are you aware that:
* Prior to the 1948 war, Palestinian Christians and Muslims were a two-third majority of the population of Palestine, who owned and operated 93% of Palestine's lands?
* Prior to the 1948 war, most Israeli Jews were persecuted and dispossessed European Jews who made a one-third minority of the population?
* For Israel to become a "Jewish majority" it opted to expel and dispossess the two-third Palestinian majority?
* 80% of the Palestinian people were dispossessed from their homes, farms, and businesses and have been kept out for the past 54 years?
* 95% of Israel's lands (which is mostly owned by Palestinian refugees) is open for development to Jews only?
* Israeli-Palestinian citizens live almost in segregated communities (or ghettos) because development is strictly limited outside their villages? Ironically, the word "ghetto" was invented to describe the living conditions of Eastern European Jews in Tsarist Russia!
* For just being "Jewish" you gain an automatic citizenship in Israel? Plus tens of thousands of dollars in subsidies too.
* Palestinian Muslims or Christians refugees, who were born in the country and later expelled, cannot gain Israeli citizenship? Of course, unless they convert to Judaism first!
* Pretending to be Jewish in Israel is punishable by law with up to one year's imprisonment? On the other hand, if you pretend to be a Muslim or Christian the law does you no harm!
* When the Palestine problem was created by Britain in 1917, more than 92% of the population of Palestine were Arabs and there were at that time no more than 56,000 Jews in Palestine? That Muslim, Christian, and Jewish Palestinians at that time lived in peace with each other?
* Palestinians in the early 20th century owned 97.5% of the land, while Jews (native Palestinians and recent immigrants together) owned only 2.5% of the land?
* Close to 4 million Palestinian Muslims and Christians are being subjected to Israeli laws that are different than the laws governing the 4.5 million Israeli Jews? Is this a "democratically" elected apartheid, or not, that is the question?
* In the occupied West Bank there are "Jewish Roads" and "Non-Jewish Roads"?
* Israel issues national identify cards where the religion of the card holder is clearly shown in bold type?
* Palestinians in the occupied West Bank and Gaza drive vehicles with license plates that have different coloring than the cars driven by Israeli settlers?
* Palestinians in the occupied West Bank and Gaza hold ID cards that are of different colors than the cards held by Israeli settlers?
* The only form of Judaism recognized by the "Jewish state" is Orthodox Judaism, so most US Jews could not get married in Israel. Furthermore, the only conversion to Judaism recognized is Orthodox, so most US converts aren't Jewish enough.
* Just prior to the 1948 war, Jews owned under 7% of Palestine's land, and to increase their share after the war, they passed the "Absentees' Law" which dispossessed the Palestinian majority land owners who later became "absent". What is even more tragic was the passage of an oxymoron law, called "Present Absentees' Law," which dispossessed the Palestinian-Israeli citizens who became internal refugees in Israel. It is worth noting that the internal Jewish refugees were not dispossessed as a result of this racist law.
* The U.S. funneled into the Israeli economy over 130 billion dollars, which is almost twice the amount devoted to rebuilding Western Europe after WW II!
* Israeli democracy is a facade for "Jewish Democracy?"
* Israel has nuclear weapons, and it was close to dropping one on Cairo in 1973?
* Israeli soldiers use human shields in battle to minimize their casualties?
* Israel killed over 20,000 Lebanese and Muslims (90% of whom are civilians) with American made and paid for weapons?
* Ariel Sharon is under indictment in Belgium for war crimes against Palestinian civilians?
Also,
Isn't true that Israel is the only democracy in the Middle East? Maybe if more countries as democratic as Israel, peace might happen in no time (typical zionist assertion/lie)
There is no denying of the fact that the Middle East is mostly ruled by autocratic, oppressive, and undemocratic regimes. On the other hand, the majority of these repressive regimes were mostly founded and funded based on Israeli and American wishes. It should be noted that the most popular revolts in the Middle East have been ruthlessly crushed by American puppet regimes (whom the West often refer to by "Moderate regimes") in the area. The regimes in Iraq, Egypt, Saudi Arabia, the Hashemite Kingdom, Lebanon (before the civil war), Arab Gulf States, Morocco, Iran (prior to the Islamic revolution), Turkey, ... etc., were all funded and directed by the United States of America; the land of the free and the home of the brave. Sadly, many of the so called "moderate regimes" are ten times more accountable to Uncle Sam than to their own public. Ironically, if democracy truly shall serve Israel's national interests in the region, then maybe it should direct its powerful lobby in Washington, AIPAC, to start lobbying on behalf of the oppressed in the Middle East; after all promoting "democracy is the key" to a lasting peace in the Middle East?
It's worth noting that soon after the 1948 war, the undemocratic Arab regimes were the central factor in protecting the newly emerging "Jewish state". And any forms of organized local resistance against Israel, similar to Hizbullah's in southern Lebanon, was ruthlessly dealt with in Egypt, Jordan, Syria, and Lebanon. Actually, many of Israel's "moderate" Arab neighbors transplanted most Palestinian refugee camps inland away from the Israeli borders, to curb the so called Palestinian "infiltration" [ or return] back to their homes in Israel. The so called "Infiltration Problem", which faced Israel between 1949-1955, had become the most pressing and expensive challenge to face the newly emerging "Jewish state". In other words, it's not the presence, but the absence of democracy that greatly serves the Israeli interests in the region, and based on that the United States has systematically shored up these unpopular regimes against the wishes of the people (i.e. the Hashemite Kings in Jordan, the Saudi Kings in Arabia, Mubarak of Egypt, Saddam Hussein in Iraq prior to the Gulf War, and the Emirates in the Gulf States), and undermined the popularly elected governments (i.e. toppling Musadiq in Iran in the early 1950s, invading Lebanon in the late 1950s, shoring up the Hashemites in Jordan in the late 1950s, and undermining Nasser in Egypt).
It's rarely questioned, by many Israelis and Zionists, how the Jewish minority in Palestine became a majority within few months in 1948. Since the inception of Zionism, its leaders have been keen on creating a "Jewish state" based on a "Jewish majority" by mass immigration of Jews to Palestine, primarily European Jews fleeing from anti-Semitic Tsarist Russia and Nazi Germany. When a "Jewish majority" was impossible to achieve, based on Jewish immigration and natural growth, Zionist leaders (such as Ben Gurion, Moshe Sharett, Ze'ev Jabotinsky, and Chaim Weizmann) concluded that "population transfer" was the only solution to what they referred to as the "Arab Problem." Year after year, the plan to ethnically cleanse Palestine of its indigenous people became known as the "transfer solution". David Ben-Gurion, the first Israeli Prime Minister, eloquently articulated the "transfer solution" as the following:
* In a joint meeting between the Jewish Agency Executive and Zionist Action Committee on June 12th, 1938:
"With compulsory transfer we [would] have a vast area [for settlement] .... I support compulsory transfer. I don't see anything immoral in it." (Righteous Victims p. 144).
* In a speech addressing the Central Committee of the Histadrut on December 30, 1947:
"In the area allocated to the Jewish State there are not more than 520,000 Jews and about 350,000 non-Jews, mostly Arabs. Together with the Jews of Jerusalem, the total population of the Jewish State at the time of its establishment, will be about one million, including almost 40% non-Jews. such a [population] composition does not provide a stable basis for a Jewish State. This [demographic] fact must be viewed in all its clarity and acuteness. With such a [population] composition, there cannot even be absolute certainty that control will remain in the hands of the Jewish majority .... There can be no stable and strong Jewish state so long as it has a Jewish majority of only 60%." (Expulsion Of The Palestinians, p. 176 & Benny Morris p. 28)
* And on February 8th, 1948 Ben-Gurion also stated to the Mapai Council:
"From your entry into Jerusalem, through Lifta, Romema [East Jerusalem Palestinian neighborhood]. . . there are no [Palestinian] Arabs. One hundred percent Jews. Since Jerusalem was destroyed by the Romans, it has not been Jewish as it is now. In many [Palestinian] Arab neighborhoods in the west one sees not a single [Palestinian] Arab. I do not assume that this will change. . . . What had happened in Jerusalem. . . . is likely to happen in many parts of the country. . . in the six, eight, or ten months of the campaign there will certainly be great changes in the composition of the population in the country." (Expulsion Of The Palestinians, p. 180-181)
* In a speech addressing the Zionist Action Committee on April 6th, 1948:
"We will not be able to win the war if we do not, during the war, populate upper and lower, eastern and western Galilee, the Negev and Jerusalem area ..... I believe that war will also bring in its wake a great change in the distribution of Arab population." (Expulsion Of The Palestinians, p. 181)
It's not only that the Zionists deemed it necessary to practice ETHNIC CLEANSING to build their vision of "Jewish Democracy", they have also opted to keep many Israelis in the dark by directly censoring what they read, hear, and see in the Israeli media. Martin Van Creveld (the renowned Israeli military strategist, and historian) eloquently described Israeli controlled censorship as follows:
* "The [Israeli military] censor exercises draconian power over the content in the media, licenses newspapers, and fines and suspends newspapers if, in his view, they have violated secrecy. He does not have to explain the reasons for his decision; indeed one paragraph in the law obliges newspapers to publish free ads by military censor denying or correcting information that papers themselves published. . . . Thus one of the [Israeli military] censor's main functions is to keep Israelis ignorant of what everybody else knows." (The Sword And The Olive, p. 110)
* "By this time [referring to the period prior to the October war in 1973] Israel's system of media self-censorship had begun to backfire. .... the media, voluntarily refraining from publishing the news, helped the IDF in its own assessment [that Arabs are incapable of going to war] and put the public to sleep." (The Sword And The Olive, p. 223)
For the moment, let's assume that the above facts, arguments, and quotes are nonsense to the average Israeli and Zionist, and let's ask the following questions:
* Are you aware that 95% of Israel's lands are open for development for "Jewish people" only?
* Are you aware that the Israeli-Palestinian minority (who are close to a quarter of Israel's citizens) are restricted to 3% of land?
The implementation of these apartheid policies resulted in disenfranchising a quarter of the Israeli population, who mostly continue to live in segregate, gated, and over crowded ghettos that are plagued with high unemployment rate and suffers from lack of basic services. In fact, there are over forty plus unrecognized Palestinian-Israeli villages (within the "Green Line") that receives no public services whatsoever , such as roads, sanitation, electricity, schools, ...etc.
Finally, it's worth emphasizing that "Israeli democracy" is an incarnation of Apartheid South Africa's democracy. It also could be argued that Apartheid South Africa was for a very long time the only democracy in Africa, however, it was a democracy for the White race only. Similarly, Zionist democracy in Israel was and still is designed to empower Jews only based on their religion. At one point, Israel has to choose between being a "Democratic Jewish State" or a "Democratic State" to all of its citizens, Jews and non-Jews alike. Eventually, such a facade to democracy will self-destruct, and until it changes, the talk about "Israeli democracy" is nothing but a propaganda that makes good sound bytes in the Western and Israeli medias.

The'll keep scratchin their heads, "gee, why are they so angry?" I'd like to see them all switch sides for awhile, let the people of israel live in the condidtions of Palestine for enough years, and they might think about strapping on a bomb out of desperation, too.

How can Palestinians send their kids to riot against Israeli soldiers? They are responsible for the high rate of casualties among their kids????
(Tpical Ima victuuuuum!!!! false assertion of zionists)
If this remark were written the other way around to describe Jewish or Israeli parents, it would be one of the most anti-Semitic statements ever. Knowingly, or unknowingly, such statements attempt to demonize the Palestinian people, to make them a legitimate target, very much like animal hunting. The average Israeli or Jew who repeats such racist statements really believes that the average Palestinian is a subhuman creature, who has no love or affection towards his or her own children. These types of racist remarks are a way of life in Israel and many Jewish communities around the world, which in turn fuels and energizes their apartheid societies whenever they're threatened.
For the moment, let's assume that this racist statement is true, and Palestinian parents send their boys to demonstrate and throw stones at the Israeli Occupation Force (IOF):
Is that a good reason to shoot unarmed Palestinian kids?
Let's ask the question the other way around, and assume that Israeli or Jewish kids demonstrated against British or Nazi occupation (which actually happened during WWII in Warsaw and Tel Aviv prior to the 1948 war):
Is that a good reason to kill unarmed Jewish kids?
It's amusing that the apartheid regime in South Africa used such racist statements to justify the high rate of causalities among African school boys, especially during the famous African student uprisings in the mid 70s and 80s. Instead of opening criminal investigations to explain why kids are being shot at such a high rate (as often done in democratic societies), most Israelis and Zionists point their fingers toward the dead victims and say: "It's your fault; it's your parents fault". Instead of questioning the soldiers who pull the trigger, the Israelis are questioning the dead Palestinian boys.
As a Palestinian, I would like to inform many misinformed Israelis that Palestinians love their kids as much as Israeli Jews love their kids, and many do their best to keep their kids out of harms way. Based on personal experience, my parents used to use their best efforts to keep me from of demonstrating against the IOF. Continually, my parents used to inspect my clothes for the smell of burned tires, inspect my hands for stone residue, and to personally pick me up from school just to make sure I didn't demonstrate against the IOF.
I used to go out of my way to participate in resisting and organizing activities against the Israeli Occupation, which was done without my parents' prior consent. Yes, it was done by a teenage boy who hated the Israeli Occupation so much; I was a young boy who thought that he would live forever. My story is similar to Faris Odeh's story, . Soon after this photo was taken, my hero was killed (not far from where that picture was taken) because he threw stones at Israeli Occupation soldiers. It should be noted that Faris' parents went out of their way to keep their kids from demonstrating against the Israeli occupation. It's very sad that Faris was murdered, and his murderer is getting a free hand to perpetrate similar war crimes against other stone-throwing Palestinian boys. To give the reader a first hand eyewitness account of such encounters with the Israeli army, Ha'aretz Daily (a major Israeli newspapers) has published an article describing how Israeli soldiers fired live bullets on unarmed Palestinian kids, The questions which must be asked of each and every Israeli Occupation Force soldier are these:
When you point your gun toward a stone-throwing Palestinian kid, do you see a human or a duck?
When you point your gun toward a stone-throwing Israeli kid, do you see a human or a duck?
How does it feel after pulling the trigger?
Do you feel relieved that your bullet shot the boy (or duck) before his or her stone hit you?
By no means we are claiming that Palestinians should not do more to prevent such a high rate of casualties among kids, however, pointing the finger toward the dead kids and their parents is a political ploy meant to deflect the responsibility.
It's always easier to blame the victim, and God forbid that a "Jewish Soldier" could be responsible for killing unarmed Palestinian boys, these crimes could ever be committed by "Jewish Soldiers"! Tragically, it's often a taboo to discuss the morality of these crimes in many Jewish Communities for fear that such a discussion might encourage anti-Semitism! For God's sake, war crimes are being committed in the name of the "Jewish people", and instead of speaking out in protest, many Jews continue to choose to dig their heads in the sand thinking that the Palestinian people will just go away one day.
Once upon a time, Europe's Jewish citizens were demonized for the sole purpose of legitimizing racist practices against them, and it's the ultimate hypocrisy to use such racist statements to score a political point.
