Urge the San Jose City Council to Put Limits on Police Tasers!


Taser stun guns are potentially lethal weapons. Last year, three people died in incidents involving San Jose police use of Tasers. Since 2001, over 160 people have died in similar incidents nationwide.

That’s why the San Jose City Council should direct San Jose police to put strong rules in place guiding their use. Unfortunately, in June of 2004, the San Jose Police Department actually deleted internal department limits on Taser use.

These deleted rules prohibited police officers from using Tasers on “restrained, unconscious, non-combative, or otherwise incapacitated persons.” Why were these rules deleted?

In response to criticism, San Jose Police Chief Rob Davis has proposed new Taser training guidelines. Unfortunately, these guidelines are full of loopholes. They allow police officers to use Tasers with the weakest of justification: if the officer thinks a person is “tensing.”

When confronted by a police officer, most people get tense.

This Tuesday, the San Jose City Council will review the new Taser training guidelines. Please tell them that training guidelines are not enough. Council members will only call for improvements if they hear from you.

Currently, every law enforcements set their own rules on Taser use, on whether or not to equip officers with tasers. I think CA should have a state law for taser use. The law should require:
1. A standard taser training guideline for all police officers.
2. A standard taser use policy for all policer officers.
3. All police officers should go through taser training.
4. All police officers should carry tasers.
5. All police officers should be recertified annually on taser use.
6. All taser use should be reported.
7. Any misuse of taser should be punished.
8. No frivilous lawsuits are allowed if taser is used according to the policy.

You guessed wrong. I live in CA and I don't work for Taser international. I work in health care industry. I am personally aware of a dozen of police-involved shootings that could have been avoided if they were equiped with tasers. I am also aware of the same controversy when pepper spray just came out. Pepper spray was also used in many so called taser deaths, but no one blamed them on pepper spray any more. I think taser is not the problem. The problem is non-standard taser training and policy. Let's fix the right problem without throwing out the baby with bath water. We should not excuse any more police-involved shootings if taser could have been used.
