Mexico hosts Fourth World Water Forum
From the 16th to the 22nd of March 2006 the Fourth World Water Forum

TO THE AUTONOMOUS PEOPLE AND ORGANIZATIONS
TO THE FORGOTTEN AND PRIVATIZED PEOPLE
From the 16th to the 22nd of March 2006 the Fourth World Water Forum
will take
place in Mexico City, the site that was granted to the
Forum in October 2003 by the Board of Governors of the World Water
Council.
The Fourth World Water Forum will have grave consequences all around
the world. We know that it is in the interest of the State to
disguise its real intentions, claiming the supposed search for
development and assuring of a better standard of living for humanity
as simply more responsible social behavior. We all know that this
is only a LIE, equal to all their reforms, treaties, global bodies,
and summits that only seek, through new methods, the recolonization
of the world and the plundering of natural resources, that bring as
a consequence hunger, death, and extreme poverty, thanks to the
unjust distribution of wealth and to the arrogance of the powerful
people of the
world.
It is not a coincidence that some of the sponsors are multinationals
that have benefited from the privatization of water and the theft of
natural resources.
Neoliberalism has in its hands the most powerful arm of destruction
called privatization, which controls all essential natural resources
for life, seizing from us what is a necessary and human right, so
the neoliberal politicians can hand the resources of the world over
to the transnational corporations on a silver platter. Their
methods change, but their interests are the same. They see the
world as a great big market, and try to make us believe that at this
summit there will be citizen participation, with supposed democratic
actions, but we the people know that those agreements are already
negotiated. They look to have us as “passive”
spectators, now that
are decisions, proposals, or necessities are not valuable inside the
world market.

CALL
FOR THE ORGANIZATION AND COORDINATION OF A CAMPAIGN AGAINST THE
FOURTH WORLD WATER FORUM
To stir up the imagination and the reason to leave our trenches so
we can give more strength to our voices to disturb the people in
power and to derail the Fourth World Water Forum.
Below we present the purposes and proposals that some of us see as
being potentially effective in the derailment of this summit.
Looking for the coordination of organizations, individuals, artists,
collectives, etc. at the national and international level.
PURPOSES:
1. To give functionality to the Other Campaign using as one of
those means the organization of actions against the Fourth World
Water Forum.
2. That this call to action is not directed only at the adherents to
the Other Campaign, but also to autonomous civil society,
independent of whichever
political party.
3. To utilize at the global level the tools of struggle that we
have, such as the independent media, radios, and groups that fight
within the web. They can participate as one of the key tools to
inform and coordinate.
4. To seek coordination with groups and projects abroad.
5. To utilize all the ways and tools that we have to confront the
Fourth World Water Forum, recovering methods of struggle such as
those used in the United States to derail the Republican National
Convention in New York in 2004, and in this way we can visualize our
level of organization.
6. To discuss openly in each one of our fronts of struggle about
direct actions as means of many means (understanding that direct
actions are not necessarily physically
violent) and report the
results of these discussions.
PROPOSALS:
1. That the interested groups create information campaigns in their
own areas, whether that be in neighborhoods, plazas, parks, etc.
through information tables, discussion forums, video projections,
artistic events, etc.
2. To seek an exchange of materials such as informative videos,
silkscreening materials, and propaganda against the summit, that one
could share as much
across the Internet (the Indymedia Mexico webpage) as through the
postal mail.
3. To make a petition to Indymedia Mexico so that it acts as a
meeting point for the coordination and information center from
January on, committing ourselves to contribute information to
Indymedia.
4. To coordinate Saturday February 18th as a day of global
action
around the world, using all possible means and tools of struggle
according to the specific
conditions of each locality. How? For example, by posting posters
or inviting acquaintances, relatives, and friends to pay their water
bills on the day of
global action in coins and small change with the purpose of delaying
the counting of payments for that day, and thus temporarily implying
a drop in
payments, making clear that these actions are against the summit.
5. To call a meeting to coordinate logistics, methods, and actions
in Mexico City on Saturday February 4th, for which we ask that
someone forms a commission
that organizes that meeting and is going to report to the rest of us
the activities carried out in the framework of the summit. We had an
initial meeting
for the coordination and
discussion of such proposal en Culiacan,
Sinaloa, at the meeting of the collectives that took place there
from December 15th to the
19th, because we believe that these meetings were designed with the
intention of organizing and coordinating other resistances.
6. To seek the creation of a commission in Mexico City that could
be in charge of coordinating the necessities for the actions.
7. To attempt a boycott campaign against the principle sponsors and
to call attention to this campaign by making stickers, posters, etc.
8. In the understanding that this call is going to be modified and
expanded with the participation of the interested groups, we suggest
that February 5th be the deadline to expand the organization and to
decide strategies and methods that we will use for the derailment of
the
Fourth World Water Forum.
Against recolonization and the buying and selling of natural and
social resources because we the people are not commodities.
