Israeli Occupation Forces (IOF) Launch More Attacks on Palestinian Civilians and Property in the Occupied Palestinian Territory (OPT)
· 7 Palestinians, including a child and a woman, were killed by IOF in Jenin and Nablus.
· IOF conducted 30 incursions into Palestinian communities in the West Bank.
· Houses were raided and 66 Palestinian civilians, including a woman and 2 children, were arrested by IOF.
· 2 houses in Hebron were seized and transformed into military sites.
· IOF have continued to impose a total siege on the OPT; IOF have continued to close Rafah International Crossing Point and Beit Hanoun (Erez) crossing; and IOF arrested 3 Palestinian civilians, including 2 girls, at military checkpoints in the West Bank.

Summary
Israeli violations of international law continued in the Occupied Palestinian Territory (OPT) during the reporting period (29 September – 5 October 2005):
Willful Killing: During the reported period, IOF killed 7 Palestinians, including a child and a woman, in Nablus and Jenin. On 29 September 2005, IOF killed one Palestinian in Jenin and two others in the neighboring Bourqin village. On 30 September 2005, IOF killed two Palestinians in Balata refugee camp, east of Nablus, and a child in the neighboring 'Askar refugee camp. IOF admitted that killing the child was against instructions. On 4 October 2005, IOF killed a Palestinian woman at a checkpoint near Nablus. Also during the reported period, 3 Palestinians, including a child, were wounded by IOF.
Incursions: IOF conducted 30 military incursions into Palestinian communities in the West Bank. During these incursions, IOF raided houses and arrested 66 Palestinian civilians, including two children and a woman. IOF also seized two houses in Hebron and transformed them into military sites.
Restrictions on Movement: Even though IOF were redeployed around the Gaza Strip and declared an end for the military government in the Gaza Strip, the Israeli government maintained the occupation of the Gaza Strip though controlling all outlets and crossings. Rafah International Crossing Point on the Egyptian border, the sole outlet for the Gaza Strip to the outside world, has remained closed for the second consecutive week, as no deal has been reached concerning transportation across it. IOF insist to maintain control over the movement of persons and goods through the crossing point, and have actually moved equipment from the crossing point to "Kerem Shalom" area on the Egyptian – Israeli border. In the meantime, IOF have continued to close Beit Hanoun (Erez) crossing for Palestinian workers and patients for several weeks. With the closure of Rafah International Crossing Point and Beit Hanoun (Erez) crossing, the Gaza Strip has been transformed into a big jail, as IOF have maintained control over the airspace and other border crossing of the Gaza Strip.
In the West Bank, IOF have continued to impose severe restrictions on the movement of Palestinian civilians. Since Monday, 3 October 2005, IOF imposed a total closure on the OPT. They have imposed more restrictions on movement. They have also continued to close a number of the main roads in the northern West Bank despite the evacuation of 4 settlements in the area. During the reported period, IOF positioned at various checkpoints arrested 3 Palestinian civilians, including two girls.
Annexation Wall: In a challenge to the international law, the Israeli Deputy Defense Minister Zeev Boim proposed the promulgation of a legislation that legitimizes the construction of the Wall. IOF placed 9-meter-high cement blocks near 'Anata secondary school, isolating the playground from the school. During the reported period, IOF prevented Palestinian farmers from going to their agricultural land behind the Wall to cultivate olives. In Jenin, IOF prevented Palestinian farmers from Ya'bad village, southwest of Jenin, from going to their agricultural land behind the Wall to cultivate olives. IOF have been establishing a crossing point between East Jerusalem and Bethlehem, a gate, nearly 200 meters to the east, and a commercial crossing in Mazmouriya area, east of Bethlehem.
Illegal Settler Activities: Israeli settlers in breach of international humanitarian law continue to reside in the OPT and have launched a series of attacks against Palestinian civilians and property. During the reported period, Israeli settlers attacked Palestinian civilians and property in Hebron. A Palestinian woman was seriously injured. In Bethlehem, settlers uprooted at least 210 trees in Artas village.

6. Investigation Results of Jabalya Explosion Indicate Internal Error
Attorney General:
GAZA, Palestine, October 3, 2005 (IPC) - -[Official PA website] The Attorney General of Gaza, Ahmad Al Mughanni, declared that the final
investigations into the Jabalya explosion, which occurred on September 23
and resulted in 23 Palestinians dead and dozens wounded, revealed that a
makeshift rocket made by Hamas movement caused the explosion.
Al Mughanni said, in a press conference held at the International Press Center (IPC) in Gaza, that from the first moments of the explosion, an investigation team was dispatched to the hospitals, where they questioned many of the injured citizens.
He further declared that the eyewitness accounts asserted that a "Magnum" jeep loaded with three to four makeshift 'Qassam' rockets was driving
through a military rally for Hamas, when it hit a bump on the road, causing one of the rockets to fall and explode, after which the rest of the rockets
caught fire and exploded.
As for the technical aspects of the explosion, the Attorney General quoted
an explosives expert in the Palestinian police as saying that the shrapnel
extracted from the scene of the explosion has been proven o be those of
metal pipes used in local-made rockets.
He further mentioned that he had asked Hamas officials in writing to allow
experts to examine the car that exploded, as well as the pieces of wreckage
they exhibited in several press conferences.
"Until this moment, we didn't receive any response from Hamas or from the
legislator Ibrahim Abul Naja, who heads the follow-up committee for national
and Islamic factions, to the request we made in September 29, which forced us to conclude our investigations and declare the results," Al Mughanni said.
Meanwhile, the district attorney of Gaza City, Mohammed Salah, explained on his part that in order to find the truth, all the evidences and eyewitness
accounts should be examined, and that after contacting offiials at Hamas movement to be allowed to examine the exploded car, they said they would not allow this until President Mahmoud Abbas withdrew his statement that the explosion was internal.
He also added that the pieces presented by Hamas officials as parts of an
Israeli missile that caused the explosion were not taken from any doctor,
and that they should have been handed over to the attorney general's office
to be used as proof.
Meanwhile, explosives expert Mohammed Al Kahlout presented several parts and
shrapnel taken from the scene, explaining that the explosion of the first
rocket in the car caused the fuel material of the other rockets to catch
fire and, thereby, explode.
"The material of the rocket fuel is an extract of Potassium Nitrate, which
is commonly manufactured locally as rocket fuel. That's why the explosion of
this material sent out the white pillar of smoke you all saw when the
explosion happened," Al Kahlout told reporters.
Commenting on what was presented before by Hamas leader Nezar Rayyan as
electronic chips of an Israeli missile extracted from one of the dead
civilians' bodies, the explosives expert argued this was not true.
"There are two types of shrapnel - primary and secondary. The primary
shrapnel are made of the warheads of the exploding rockets, and we found
pieces of the metal used in manufacturing these warheads in several bodies
of victims and around the scene.
"Secondary shrapnel is those resulting from the blast wave of the rocket,
and are spread over a large radius. They can consist of wood and pebbles,
but they are not components of the rockets, and we also found them in some
of dead and injured ones."
Al Kahlout affirmed that the bombs fired by unmanned Israeli drones could
not be called missiles, because they're not propelled and are dropped
quietly and accurately over the target without making a sound or being
noticed.
"We have extensive experience in these bombs, and we didn't find any
shrapnel of them at the scene of the explosion, which completely negates
Hamas' version of the incident."
Concerning what was presented by Hamas as pieces of an electronic chip from
an Israeli missile that they claimed had been fired on the military rally,
the explosives expert said this piece could have been a secondary-type
shrapnel that could be part of a cellular phone, car stereo or a car engine.
Concluding the press conference, Attorney General Al Mughanni promised to
bring to justice all those responsible for killing civilians and to continue
investigations into several other unsolved cases in the Palestinian society,
as part of the Palestinian National Authority's efforts to enforce law and
order and maintain security and safety.
