Sarah James and Peter Solomon, representatives of the Gwich'in people, have organized an ongoing vigil in front of the National Museum of the American Indian in Washington, near the Capitol Building, where Congress is once again considering opening portions of the Arctic National Wildlife Refuge to oil industry leases.
