What: “Conflict Prevention & Management: Meeting Today’s Security Challenges.”
Event: The State Department created the office of Reconstruction and Stabilization in 2004 to focus on and confront the very issues that had not been adequately addressed in the past. Ambassador Carlos Pascual, as the first coordinator of this new bureau, has the difficult task of trying to anticipate the potential for instability and figure out what combinations of aid, technical assistance, and perhaps even military action may be necessary to head off shaky governance before it degenerates.
