Criminal charges are not warranted against South San Francisco police officers who struggled with a man who later died, the San Mateo County district attorney said Thursday.

Julio Armando Ayala, 26, died April 3 after fighting with police who were trying to restrain him. Police were called to the hotel where he was staying on reports he was screaming and trying to break into a room.

District Attorney Jim Fox said that an independent investigation revealed no criminal conduct and that Ayala's death was accidental, caused in part by cocaine intoxication. Ayala's family has accused police of using excessive force.
