Mayor Gavin Newsom, Susan Leal from SF Public Utilities Commission, Barbara Hale, Karen Kubick are all set to place 3 Combustion Turbines using very expensive fossil fuel near Bayview. The site chosen is prone to liquefaction and the constituents have not been given an Environmental Impact Report (EIR).
Mayor Gavin Newsom has just concluded attending many of the dog and pony shows during World Environment Day (WED) in San Francisco.
Now Mayor Gavin Newsom and Susan Leal from SF PUC are working hard to place 3 Combustion Turbines using very expensive fuel near Bayview. The site chosen is prone to liquefaction:

Barbara Hale and Karen Kubick are fully aware that infants are dying and others are suffering from cancer. Some folks have blood on their hands.
Placing these very expensive fossil fuel Combustion Turbines will only help add to the pollution. The folks that will suffer will be those working near 3rd Street and Marin and people of color that mostly live this area.
These 3 toxic Combustion Turbines will spew PM-2.5 into the air. The cooling water used for these 3 CTs will be taken from a tank using treated sewage. This water will emit pathogens into the air. Mayor Gavin Newsom, Susan Leal, Jared Blumenfeld, Supervisor Sophie Maxwell - should read the Precautionary Principle.
We should first save people from dying. It is important to use products that do not pollute our Earth - but it makes sense first to use the Precautionary Principle to save human lives.
Where are all the environmentalists on this issue?
Where is the Examiner, Chronicle, other media on this critical issue?
We will have the required Transmission Lines in place by 2008. We really do not need Combustion Turbines. We are mandated to use Hetch Hetchy power at least 20% which is clean power from hyro.
We have just preached to the world that we want this world to be a better place. Now, that the Mayor and other have wagged their tongues - they are out to pollute the Bayview and kill our children.
Shame on those that do not understand the full meaning of Quality of Life issues. Shame on those that with intent want to adversely impact the lives of so many. Here we clearly have a Health and Safety issue.
Where is the Health Department on this issue? Where is Dr. Rajiv Bathia? Where is San Francisco Environment and Jared Blumenfeld? Where is Jesse Blout and the cronies that surround Mayor Gavin Newsom?

I don't have any gas turbine polution control experience so please correct me if I'm wrong. These are natural gas fired and use the recycled water to lower NOX levels in the exhaust. Does this mean adding the water to the exhaust stream or misting water into the turbine intake? Assuming I have a proper understanding:
How will pathogens survive the trip through the turbine or being added to the superheated stream of turbine exhaust?
I couldn't think of how particulate would released from burning natural gas until I found this pdf:

According to that pdf, the 2.5 micrometer particulate is ammonium sulfate. Ironically a byproduct of a pollution control system to reduce NOX emissions. If a Zero-Slip system mentioned in that article is installed to reduce ammonia emissions, will that also reduce ammonium sulfate emissions as well?
If so, maybe challenging the mayor on the existance of a Zero Slip exhaust control system would be productive.
I learned all of this in 15 minutes. There are possibly glaring errors in my reasoning(guessing?) on the workings of such a power plant.

The Phelps Raw Sewage Treatment Plant is the primary sourse of the treated water. Our City has a dual system - sewage and rain water flow in the same system. Many a times when the rains are heavy - the Phelps Raw Sewage Treatment Plant cannot operate within the standards
It is very common for half-treated sewage to make its way to the out-fall which is at Pier 80. As I mentioned before when you focus on this half-treated sewage water - the process in the cooling system will emit pathogens into the air. These pathogens are dangerous - compunded, the PM-2.5 which are very tiny - compare to the PM-10 emitted at the other two power plants in the vicinity - the Mirant power plant and the Hunters Point power plant.
It would be a good idea in this case to visit Pier 80 and see the outfall. Visit and take a tour of the Phelps Raw Sewage Treatment Plant. If you visit the SFPUC at 1155 Market and ask for Public Relations they will give you a tour. Ask for Sam Murray.
Some times you cannot figure out all the pertinent facts within 15 minutes. If that were the case you could solve most problems assuming the correct answers are found on the Internet.
This project and process is very complicate and the San Francisco Public Utilities Commission is rushing to place the Combustion Turbines - without an Environmental Impact Report (EIR).
Our children are dying right now because of the other polluting plants and other polluting factors. These 3 CTs will compound the problem. The cumulative impact as far as pollution and its adverse impacts have not been studied by the SF Health Department, SF Public Utilties Commission, the SF Planning Department, and our SF Board of Supervisors.
Some of Supervisors and one in particular loves chasing his tail like a dog. When we go to City Hall and plead to help our children - this man is busy talking about Elephants, perverts, and like issues which do not affect the majority of the constituents of San Francisco.
We also have the San Francisco Environment which is NOT educating the public. On one hand SFE talk about the Precautionary Principle and on the other hand SFE will agree to place the Combustion Turbines - 3 of them in are area that is already very polluted.
The Precautionary Principle simply states that is is wrong to permit the use of anything or project that will harm any life forms. It is wrong knowing the adverse impacts of any life form and that includes human - to go ahead and carry out the action. The City and County of San Francisco has an Ordinance - but our SF Board of Supervisors will not enforce it. Most of them have the priorities all screwed up. Hence my plea on Indymedia.
