Arcata Homeless Service Plan Update
The domestic war on the homeless counterposed to the imperialist war on insurgency elucidated by these documents from the Arcata Homeless Shelter and Service Plan Task Force. A survey questionaire from the HSU consulting team and a task force subcommittee meeting's minutes with the chief of police, Randy Mendosa.
After three months of Homeless Task Force meetings in Arcata, the Chief of Police, Randy Mendosa, met with the 'Civil and Human Rights Subcommittee' (renamed the 'Community Impact Subcommittee' in the absence of subcommitee menber and homeless advocate, Tad Robinson). The discussion revolved around the legality of providing baisc human needs for the lowest socio-economic class residing in Arcata. The minutes (http://www.geocities.com/solarimix/AHSPTF_arcata_police_chief.pdf) sqaurely place the blame for the condition of the homeless on "urban anarchists" and on the "homeless advocates" themselves. The homeless task force has been mired in apparant conflict, biased facilitation, and doctored university consultation. American humanitarian and cultural degeneracy has challenged the Arcatan community as it watches millions in federal grants coming into the city to be spent on building an industry here -Poverty Pimping. A community survey (http://geocities.com/solarimix/HSU_consulting_team_survey.pdf) was developed by the Humboldt State University's consultants to the Task Force . In the tradition of the Hegelian Dialect and Catch 22's, its' 13 questions seek to prime the values of the City's non-homeless residents. (The 14th question is there in jest). Also off interest is the illusion of Arcata's progressive, liberal politik which has been tested recently by such acts as the selling of a potential million gallons of inflow water to the State of California for irrigation uses (presumably for subsidized corporate agriculture). Payment to the City for its precious water: a one time fee of $35,000. The City Manager's contract was recently extended by the City Council though 2006. Decaring the "War on Homelessness" in actuality a '"War on the Homeless" on a KINS radio, Eureka interview, his blatant verbal attack has escalated tensions. A recent unjustified tasing of a homeless man along with continued civil and human rights at the hands of Arcata's Police Department further strains this community. Compassionate front line opportunities and sustainable alternatives are an idea whose time has come. Non-violent re-evolution has captured the imagination of people here in Arcata. High unemployment, substance abuse, and mental illness coupled with arcane laws forbidding sleep intimidate and humiliate families and individuals already on edge in this climate of tenuous economic and domestic awakening. Arcata City Council has also approved the city's and redevelpoment agency's 2005/2006 budget of over $32,000,000, a 21% increase over last fiscal year. In a time when so many jurisdictions are scraping for money, cronies in Arcata's elitist circles are seeing their kickbacks for being wholly complicit in the contemporary affairs of behavioral and social engineering griping this nation with fear and disconcertion.
