Brief Description of Event: Can civil war be prevented and can peace prevail in Iraq? In Losing Iraq, David Phillips, former senior advisor to the US Department of State, provides an insider's story on why plans for a peaceful transition to a democratic Iraq after Saddam Hussein went so far astray. He documents Iraq's political transition and criticizes the Bush administration's lack of decisiveness in returning sovereignty to the Iraqis.
