Trouble with Regulation? Need help? Feb 19 conference/ support for dispensaries

Hi,
I am a volunteer for Chris Conrad, director of Safe Access Now, and are involved in
outreach to cities and counties that are trying to formulate and cope with medical
marijuana regulation. These Cities and counties are setting patient / caregiver
guidelines and making plans to implement or stonewall efforts to have dispensaries,
clubs, and co-ops. We would like to help them with that decision by explaining the
various ways that Cannabis can and has to be used in medicine and helping them
understand that cannabis in its various forms require different amounts of raw
cannabis to produce. Thus, justifying through reason and science reasonable
regulations we can live with.
Example
A patient with bladder cancer whose medicinal recommendation would probably be to
use edibles and vaporize would need much more raw cannabis to produce medicine for
his needs. If a lung problem is present then again keif, keif based edibles would
be ideal. Keif requires much more raw Cannabis!
If you are living in a county or city that is wrestling with Regulation and you want
help please come to the February 19 Activists meeting in Oakland. and materials to
lobby city and County councils will be available. Both Dale and Chris will be there
available to discuss your problem and the cost of this event is very reasonable.

Due to ordering deadlines, registrations received after Feb 16 are not assured of a

Many Counties have good regulations, but some make it impossible to harvest and keep
enough from one outside planting a year, to have medicine for a year. If you cannot
attend and still need information to disseminate to your city and county officials
please contact Chris Conrad or myself with the names of city or county officials you
have had contact with. The City council, Police and Sheriffs, city planning and
zoning commission addresses, E-mail, and Phone numbers or other contacts can be
found on the web for most cities and counties. We can contact them separately from
you or work with you, whichever makes you more comfortable. We have our SAN
"Cannabis Yields and Dosage" booklets and are working on a cover letter that will
help them all make educated regulations. Regulation should not always mean that
qualified patients, caregivers and providers could lose their freedom, and property,
forever to be second class citizens, with felony records.

While Safe Access Now has dedicated itself to the issue of creating a
safe haven for personal amounts of cannabis cultivated or possessed by
patients and caregivers, we are also fully aware that many patients and
caregivers cannot cultivate a supply and that their right to obtain is
only given meaning by providing safe and affordable outlets for medical
marijuana to be provided in exchange for remuneration.

We hope you can come to the California statewide activists strategy
conference in Oakland on Feb. 19. If you have not visited the website
to register, please do so soon because they need to know everyone's
lunch order ASAP. You do not need to pre-register to get into the
conference, but people who do pre-register have first "dibs" on the
lunches (turkey or vegetarian sandwich) so if they run out you may have
to go out to buy lunch somewhere in the vicinity. Here's the URL for

The second item is both a question and a referral. Since so many
communities are adopting restrictions on dispensaries, do you think it
is appropriate for Safe Access Now to develop a patients' rights
campaign based on the right to obtain cannabis? If so, how do you see
that working within the parameters of our activities?

As you may know, many of these local ordinances that restrict access
come up without much warning and already formulated into bans or
moratoria on new facilities. If we have early warning, we have a better
chance of affecting the outcomes. Below is a message from Americans for
Safe Access to monitor local compliance and regulations throughout the
state regarding safe access to medical marijuana, and a request for SAN
supporters to sign up to keep track of activities in their City Council
or Board of Supervisors.

Attention California Residents,

Americans for Safe Access is working to create immediate response and
assistance to counties/cities in California struggling with dispensary
bans, moratoriums and and other local road blocks.

To be efficient, we need to know what's happening in all 58 counties
across the state. We need at least one person in each county to be our
eyes and ears for this project. We need to know if your city/county has
any medical cannabis related policies in place. This could be zoning
ordinances, bans, etc.

We most importantly need to know if your City Counsel or Board of
Supervisors have mmj on the agenda for any of their meetings. To have
an influential presence at these meetings, we need to know about them
with as much advanced notice as possible.

to go to their site and find the Boards of Supervisors Meetings (you
may have to navigate through the site a bit to find it.)

This link will give you a list of CA cities. Click on your city and
find the City Council Meetings.

The agenda for meetings and meeting times are often publicly announced
with very short notice. You may need to check these sites weekly or
daily.
