Shaw decries anonymous phone calls on privatization of Social Security

The female voice is never identified but the message she sends in hundreds of phone messages to Florida voters is meant to derail President Bush's plan for changing Social Security by pressuring the state's congressional delegation.

Calling it a "tele-scare" campaign, U.S. Rep. Clay Shaw said Thursday that hundreds of his constituents in Palm Beach and Broward counties have been getting the automated phone calls that end without saying who is responsible for the message.
 
Shaw, R-Fort Lauderdale, said his congressional district started getting the calls Wednesday. Other GOP members of the Florida delegation started getting calls to their district voters earlier in the week.

Gladys Van Otteren, a West Palm Beach Republican and mother of six, said she was outraged when she got the phone call Thursday and wondered why whoever is paying for the calls is hiding their identity.

"Somebody should do something about this," she said. "This is going to freak out a lot of older people."

According to a transcript provided by Shaw's office, the automated message starts with "Hi" and continues: "I am calling to alert you that your congressman, Clay Shaw, supports privatizing Social Security. This plan would cost taxpayers $2 trillion. It would also decrease future benefits to retirees by 47 percent. The Social Security Trust Fund should be in a lock box, not a Wall Street slot machine. Tell Congressman Shaw that we want real Social Security reform, not a risky Wall Street gamble."

Shaw said in a written statement, "I am profoundly disturbed that someone is anonymously calling senior citizens in my district to purposely mislead them by spreading false allegations about my position on Social Security,"

As the ranking Republican on the Social Security subcommittee, Shaw is a major player in the House's efforts to change how the nation pays for Social Security. Shaw has proposed a plan that would allow younger workers to invest up to 4 percent of their earnings in private personal investment accounts that have government approval.

Some experts have estimated that a similar plan advocated by Bush could cost more than $2 trillion in "transition costs" to replace monies that would be diverted to the private accounts.

Unlike the White House and other proposals, however, Shaw's plan would create a safety net that guarantees full Social Security benefits if the private investment fails to provide an equal amount or more in income.

Calls also are going to the districts of GOP Reps. Ginny Brown-Waite of Crystal River and C. Bill Young of Largo.
