U.S. Supreme Court Justice John Paul Stevens Tuesday allowed Republicans to challenge voter qualifications at the polls in Ohio, a key battleground state that could determine the presidential election.

The appeals court ruling allows thousands of Republicans to challenge the eligibility of newly registered Democrats in Ohio, which has 20 electoral votes and is considered a key state in the race between President George W. Bush, the Republican incumbent, and Senator John Kerry, his Democratic challenger. The appeals panel said it had to balance citizens' rights to vote freely with Ohio's ability to root out fraudulent voters.

Democrats and civil rights organizations said Republicans are targeting minority voters in an attempt to reduce the number of ballots cast for Kerry and other Democrats.
"All of this activity is racial profiling," said Julian Bond, chairman of the National Association for the Advancement of Colored People.
"None of it is aimed at white voters. It is all based on the racist presumption that racial minorities are cheaters."
