NON-PARTISAN BUDGET
FORMULA FOR EQUALITY
Equal treatment under the law includes equal taxation under the law; not the same amount, but the same rules apply to everyone, naturally.

The United States should set one formula to tax everyone at the same rate, 15% of profits only; and STOP every other tax, user-fee and toll, effective now.   
One reason is that we the people must see clearly what we are doing with our public funds, in order to participate fully and influence public policies wisely.
Under best accounting practices, and the legislature's diligent oversight, let us allocate our public funds from the 15%-of-profits flat-rate tax as follows: 

.05% for the federal government;
.05% for the state government;
1% for local government;
1% for new roads, and bridges, playgrounds, gardens, and parks.  
1% to maintain existing infrastructure, beautiful, free public places, and a wholesome environment, respecting clean water and all the systems God created;
1% for hospitals, libraries, and schools.  Local citizens set policies, of course.

1% for police, the FBI, jails, humane prisons with libraries. We expect swift justice with mercy; and laws that protect the smallest and weakest among us, ovaries, sperm, embryos, babies, children, adolescents, adults, and the elderly well or ill. We urge the courts to judge each case on its merits.
1% to feed the hungry, clothe the naked, relieve the truly needy; and
3% for national security, including the military, veterans, and their families. No national security department should spend more than its share of the 3% allocated. 
5% the legislature should allocate to other essential projects in the broad public interest, such as
paying off debts;  
restoring family farms and the Homestead Act (40 free acres, a tractor and seed money for the first year); 
exploring space;
research (development being by private enterprise); and
foreign aid.
Elected representatives should pay off debtors ASAP, STOP wasting money, and STOP borrowing!!! 
Social programs
Social Security, Medicare and MediCal should each be kept in a separate account.
WHY ONE FLAT-RATE TAX
A. Taxing workers tends to slavery.

Only before she starts a family, or after her family is secure, should a person save for a business, if she chooses to create one. Only after our business makes a profit, should we the people contribute to the public purse.  
NO PROFITS, NO TAXES!!!
B. The business of America is business.  Good government has a natural interest is fostering healthy businesses and pruning away failed government experiments. 
C. Taxes should never again be withheld from a paycheck. Any worker who wants to donate to his government is always free to do so; but the money belongs to the earner until he spends it as he will. Any interest it earns is his!
D. Family First Dad or Mother should be able to afford to stay with the family as much as they choose to.
Best Accounting Practices
Repeat: Elected representatives should pay off debtors ASAP, STOP wasting money, and STOP borrowing!!!  We urge them to balance the budget openly, consistently, and according to best accounting practices.  
One salary should support a family well.
Candidates can win our votes by suggesting specific cuts, lowering the 15% tax on profits.
Hooray for the U.S. Constitution!!!
Regularly, elected representatives need reminding that exercising their responsibility temporarily to administer the public purse does not include changing the system that put them in office.  
Restoration to US Constitutional principles is always in order.  
Specific laws belong elsewhere. 
On every level, we urge openness and transparency in the conduct of our government. Free and easy access to information makes it possible for the people to speak, vote and act in the broad public interest.
President Calvin Coolidge spoke about THE PRICE OF FREEDOM.
January 21, 1923 at Evanston, Illinois, President Calvin Coolidge said,
Of course it would be folly to argue that the people cannot make political mistakes. They can and do make grave mistakes.
They know it, they pay the penalty, but compared with the mistakes which have been made by every kind of autocracy they are unimportant...
Unless the people struggle to help themselves, no one else will or can help them.
It is out of such struggle that there comes the strongest evidence of their true independence and nobility;
and there is struck off a rough and incomplete economic justice; 
and there develops a strong and rugged national character.
It represents a spirit for which there could be no substitute.
It justifies the claim that they are worthy to be free.
He also said, "Economy is always a guarantee of peace."

Trust in the Lord, and take your part with zeal.
