Regardless of what the US War Criminals in the White House believe, they are liable under the Geneva Conventions ever since the US FORCES invaded & occupied Iraq.

Article 9

The provisions of the present Convention constitute no obstacle to the humanitarian activities which the International Committee of the Red Cross or any other impartial humanitarian organization may, subject to the consent of the Parties to the conflict concerned, undertake for the protection of prisoners of war and for their relief.

Another outrageous aspect of the cynical part of the coverup is that a recorded beheading of an American citizen was released just in time for the Sham Hearing of May 11, 2004. The CIA had motive, means and opportunity to be the agent of death to behead the victim as part of the Sham Hearing.
