Education Not Incarceration (ENI) is a coalition group
of teachers, students, community members and community
organizations coming together to collectively work on
a response to the California state budget, its
effects on public education and higher education and the increase in the prison spending. With 5 schools
scheduled to be closed this year in Oakland
alone and more prisons being opened, our communities
are struggling to stay alive, respected and intact.

On Saturday, February 7, ENI held a community forum to
discuss our response to these pressing issues. A
local, community based action was determined by more
than 120 participants.

We are in the process of determining what that local
day of action will be and value and honor the work you
and your organization do as well as the knowledge and
wisdom you have to offer. We realize that without the
presence of our young folks, this action will be of
little substance.

The Youth Council will be a safe space for youth
organizers and youth to create an agenda for the event
this spring and take leadership in its co-creation.

We envisioned a day long event in Oakland that would
culminate in a speak out with key decision-makers,
including Senator Perata, Assemblywoman Chan and State
Superintendent O'Connel. It would also include a
youth art component.

Some ideas did come from the community forum as well
as our follow up meeting on February 9th. Following is
our proposed agenda for this initial Youth Council
meeting.

DRAFT Agenda...
1. Introductions and Check-ins (10 Minutes)
2. Brief overview and history of ENI (5 Minutes)
3. Introduce idea of mobilization and youth art component (5 Minutes)
4. What do you think is important to include in the mobilization to make it exciting to youth? What would the day look like? (30 Minutes)
5. Introduce idea of working with teachers to educate youth on “Education not Incarceration” and build youth leadership. (5 Minutes)
6. What would an exciting youth education program look like? (10 Minutes)
What issues would it address? (10 Minutes)
How would we use this program to get youth involved in creating art-work and participating in the Youth Council? (10 Minutes)
When should our first meeting of teachers who want to participate in this program be? (5 Minutes)
7. Next Meeting: Pick day, time and place (5 Minutes)
Outreach: What groups/ individuals do we want represented? Who will contact them? (10 Minutes)
8. Closing and Check-outs (5-10 Minutes)
