Northern Uganda Declared Disaster Region

I have been in correspondence with this man since the year 2000. They are a small but legit operation based in Gulu Town near Kampala. NGO Reg: S.5914-3723

The excerpts read as follows:

"...Well Chris we have declared Northern uganda especially Gulu town as a disaster area starting from the immediate effect of yesterday, the problems of the children and the orphans are now totally out of control at the moment, they are sleeping on cold weather without blankets and no shelters, they are facing ugly form of hunger and they do not know what food is like, orphans are all malnourished with pot belly stomach and thin legs and they sleep on the drainages, toliets, latrines, street making them get diseases daily and dying daily here , girls are being reapped whehn they come to town at the evening hours to seek for safty, some are practising prostitution to geet some money to surivive making them get AIDS..."

"...Every evening more than 15,000 children leave their homes and come to town centre to seek safty in fear of the rebels brutal activities. in our 8 orphanages the situation there is too worst now because all the houses havee been burnt down by the rebels and the care takers and some children abducted and as the resulst of this we have traanfered the orphanages temporary in town centre where the children are nnow save but there are not basic needs and they are walking half naked..."

"...the situation is so disasterious at the moment with children eating rats,worms and flies causing them death all the time and children are sleeping on the street, drainage,toilets,bathrooms and walking half naked and it is a
very sad situation here..."


For those of you who don't know about the LRA (Lord's Resistance Army) and their activities since 1987, I suggest you visit my website and any others that may appear in a search.

Joseph Kony, the leader of the LRA, is a vicious dictator from the Sudan (like Osama Bin Laden) whose objective is to control Africa by rule of the 10 commandments as found in the book of Genesis.

His tactics include burning tribal villages to the ground, raping and torturing, even killing, the adults in front of their children, enlisting young boys as young as 8 years old in the army to carry out assasinations and plotted raids, as well as enslaving the girls as concubines.

Mainstream US media, in conjunction with the federal government, has made a mockery of its own ethic by keeping this information from us. (Sound reminiscient of the 40s?) This is a full-blown holocaust going on, people.

I myself, am not in a situation to help these people, other than through the website which is new and not fully indexed into search engines. I am a musician living in Rapid City, South Dakota (location of Mt. Rushmore and Crazy Horse etc. and the 2nd poorest state in the nation, the last time I checked). I survive on the income obtained from odd computer-related jobs and disability insurance as a result of a painful nerve condition in my legs.

If anybody out there can help these people, please.. contact this man via the website. They are in most urgent need of assistance.

This is the worst attrocities committed by the LRA rebels in which more than 182 people
were killed since december 2003.The rebels attacked the camps at the
evening in the number about 210 and overpowered the whole camp and
started killing people like animals mostly babies and women,children etc.A
total of 182 civilans most of them babies,women and children were burnt
in huts to death by the rebels and all the huts i the camps were
completely burnt down.more than 50 civilans were critically injured and
admitted in lira hosptial.some 165 civilians were killed in the main
camp and 15 at a nearby borehole.6 local millitias guarding the camp who
attempted to resist the attack were alos killed.A total of 15 other
bodies were found at a borehole about 500 metres from the camp where
most people were killed,their bodies lay between empty and filled
jerrycan of water.Babies and women were burnt to ashes and some were
axed to death,chopped in to pieces and cooked in a pot for other
captured people to eat as the rebels stayed in the camps for about two
hours.water containers,plates,cokking utencils,clothes,blankets etc were
burnt and people are left with nothing and are all homeless and
sleeping on cold weather being beaten br heat and heavy rain.

In Gulu town alone camps are always being attacked weekly by the rebels
in which children and women who suffer the most,children atre being
abducted by the rebels, killed, huts being burnt down,food looted and
burnt and you can immagine all these.since december last year a toal of
500 people were killed in Gulu camps of pabbo nd unyama,600 children and
women were abducted and the camps were always burnt in to ashes.

The whole population is scared and no one knows what happened the next
day and people have lost interest in the army and the government because
they were forces out of their homes in to protected camps by the
government who later failed to protect them and the government cannot
even fail the shame.

People right now are helpless since all their properties are burnt down
and are in urgent need of food,medicine, temporary shelters,blankets,cooking
untencils,clothes etc.

Children Aid have always and are helping with the urgent needs but we
have limited resources and the need on the ground here is too great and
hug for us to handle without other support coming in.

Every moment we delay with the
emergency relief the worst the problem deterriorates and more lives are
being lost.

I have been to the war ragged area of northern uganda and i again appeal to christian organizations, grant foundations,organizations in different capacities,churches and individual persons fro any country in the world to come to the aid of the plight of the children in the northern uganda. do not think of sending large fund, offer what you have to rescue them.

Children are being murdered by the rebels,camps being burnt to ashes etc.

I was not really surprised when i read the article written by one christopher lee NORTHERN UGANDA DECLARED DESASTER AREA This is not new to me a son of the soil. i have lived in Gulu_northern Uganda since i was born. the atrocities of the LRA, (Lords Resistant Army) is not new to me either. For over eighteen years people have lived alife not worthy.

A few years ago, i and a few other friends were just running the thought to do something about the alarming situation in the Northern Uganda. its hard to believe this but this is what appeared in a weekly daily RUPINY. Because of the hard conditions in the internally displaced peoples camps, one soldier convinced or let me put it this way, negotiated with one mum and her daughter to have sex with both and pay them uganda shilling 500. (an equivalent of 0.2 us dollars). the mum accepted and ..... This clearly show the level of suffering of the people of northern uganda. From what i get out of the above act is the people here prefer to live now without care of dying with Aids tommorow. This is the core of SURFACE-UGANDA'S OPERATION IN NORTHERN UGANDA.

SURFACE is a Non-Profit, Non-Govermental, Non-descriminative HIV/AIDS support Organisation established in 2003 and based in Gulu district, in the northern part of uganda. The organisation's goal is to support families affected by aids/hiv through capacity enhancement. This can be achieved through disseminate HIV/AIDS information in order to promote, inform and support appropriate responses to the epidemic in the fields of HIV prevention, care, long-term planning and coping with the impact

Situation in Gulu District of Northern Uganda

Gulu District in Northern Uganda comprises a population of 467,523 (National census 2002). This is close to 50% of the entire population in the Acholi sub region. Though the rest of Uganda experienced commendable economic progress during the NRM tenure, the Acholi sub region continued to lag far behind in all aspects due to the 17 year old rebellion. The result of this age-old insurgency is that the socio-economic infrastructure is completely destroyed. Close to one million persons have been displaced to live in Internally Displace Peoples (IDP) camps. The people in IDPCs have diminished capacity to support themselves, and depend on external support from UN-WFP and other Humanitarian agencies. The moral breakdown due to this social disruption is unspeakable, marked by high levels of alcohol consumption, sexual abuse, early marriages and defilement, STD and high potential risks of HIV/AIDS infection.

Problems, and Rationale for SURFACE to Intervene.

The 17-year-old insurgency in Gulu and Northern Uganda has completely disorganised the social and economic structure in the Acholi Sub Region. Close to one million persons live in Displaced peoples Camps. Cases of rape, teen-age marriages, child parents, economic prostitution and adultery are common due to economic hardships in the Camps. As the end of the insurgency comes in sight, and the displaced persons return to the villages, there is a huge potential of the HIV/AIDS infection taking a geometric spread, and thousands of Households already with AIDS (HWAs) unable to produce sufficient income and food for a dignified living. SURFACE Project aims at improving household and community awareness of HIV/AIDS, enhance capacity of households to become self reliant, and to revitalise the community fabrics from which households in need can be supported.

SURFACE's Core Strengths

Through its extensive networking and information collation, SURFACE endeavours to keep pace with the epidemic and its changing demands. SURFACE'S work is to fight the economic effects of the hiv/Aids amongst the families in the northen part of uganda through capacity building/enhancment. However SURFACE will continue proactively to responsive to client requests for information or varied consultancy services, identify and meet information needs and will continue to seek greater strategic influence by prioritising partnerships with key players in the region. This will be achieved by:

Building capacity for other NGOs to enhance a multiplier effect in good practices Information production, collection and dissemination to a wide audience using electronic and print media Provision of technical support and advice to NGOs, government bodies and other institutions Facilitation of easy access to appropriately targeted usable information on HIV/AIDS across a wide range of sectors

CHALLENGES AND SET BACKS

Dear Sir,
I found it fitting to give a comment on the article written above. I would like to say that this situation of northern uganda is real and is very much appealing. The people of northern uganda has sufered for the last two decades and it seems there is no one who care particularly for the Formerly Abducted Children and the orphans who lost their parent(s) as a result of these long lasted war.
My appeal now is that if there are people (individuals or organisation) outthere who can help please dont wait and till the last moment then you come to our rescue. There are local NGOs on the ground who are instruments and implementators of the national donors.
The other thing that I have observed which also need to be corrected is that, some of the government officials are using the situation of northern uganda for their bussiness, which we need to open our eyes wide to see who are good people to link with inorder for the donation to reach the beneficiaries on the ground.
Hence donation should not be lmited to only one district or particular place. Northern Uganda is very wide. we need to be transparent when doing things.
To conclude, northern uganda needs a lot of external support mostly on education sector and HIV/AIDS control.

Be careful of any so called "aid" organizations or "local NGOs" that claims to be from Africa. There are many legitimate NGOs such as WorldVision, the Red Cross, and Catholic Relief Services that are working on this crisis and in this area of Uganda, while the "local" NGOs we here about in the West are more often fronts that funnel their money to the rebels or other neffarious individuals. Caveat emptor.
