SF says YES to Police Reform
Despite a well-funded campaign of disinformation by the POA, San Francisco said YES to Proposition H that will place the SFPD firmly under civilian control.
San Franciscans came together on Tuesday, November 4th in spite of a $300K campaign of televised lies by the testiliars at the Police Officer's Association and passed Proposition H.
The Police Commission has been expanded from 5 to 7 members to make it more representative of our diverse communities.
The appointment authority has been decentralized so that the Mayor gets 4 appointments, the district elected Board of Supervisors 3, with affirmative supervisorial confirmation required.
Most importantly, the Office of Citizen Complaints has been given the authority to bring charges directly to the expanded Police Commission. Previously, only the Chief of Police could bring discipline charges to the Commission, and this effectively never happens.
This is the first case in the nation where civilians at an oversight agency have been empowered to bring disciplinary charges to civilian commissioners.
The "Peace Officer's Bill of [sic] Rights" set a one year statute of limitations between the time an officer offended and the deadline for lodging charges. This meant that the thin blue line would simply sit out the deadline rendering effective discipline meaningless.
