American Michael Meiring was rescued by the FBI after a bomb he was making in the Philippines exploded in hotel room. Philippine authorities want Mr. Meiring(CIA agent?) brought back to the country to face the criminal charges filed against him.

DAVAO CITY - Militant organizations will petition the National Government for the extradition of American Michael Meiring to the Philippines as they believed he might have been involved in the blast at the Davao International Airport that killed 21 people and wounded 130 others. Joel Virador, Karapatan secretary-general for Mindanao, said Mr. Meiring should be summoned back to find out whether he knew something about the blast, since he was nearly killed when boxes of explosives went off inside his room at the Evergreen Hotel last May 16, 2002. "We believe Meiring was a member of the Central Intelligence Agency who was instructed to sow terror in Mindanao to advance American interests," said Mr. Virador. He said there were rumors the one responsible for the explosion at the airport was someone connected with Mr. Meiring, although this has yet to be established. Mr. Virador said his group will coordinate with the Bagong Alyansang Makabayan national chapter and the Public Interest Law Center in filing an extradition case against Mr. Meiring.

DAVAO CITY - Civil society leaders here expressed alarm over the alleged intrusion by Federal Bureau of Investigation (FBI) agents in cases being investigated by Davao City and Gen. Santos City police.

A leader of a cause-oriented organization yesterday challenged police officials to investigate an incident wherein FBI agents took out of the hospital an American, previously reported as a Briton, who almost lost his life when an explosion rocked his hotel room two weeks ago.

FBI agents also grilled last week the alleged bomber in Gen. Santos City whom they suspect to have links with the al Qaeda terror group.

Joel Virador, Bayan Muna party-list spokesperson in Southern Mindanao, said what the FBI did when it took 65-year-old Michael Meiring out of the Davao Doctors Hospital last week was an insult to the Philippine government.

"That was a clear slap on our sovereignty. We are throwing this challenge to the police to (also) look into the angle if Meiring is involved in covert operations in Mindanao," said Mr. Virador.

He said cause-oriented groups have doubts about the involvement of the American authorities in the Meiring incident. He insinuated that the American authorities were here to "justify forward deployment (of American soldiers) in Mindanao that will eventually protect their strategic interest in Asia-Pacific."

Earlier, militant organizations said the American government was pushing for the continued stay of its soldiers after the joint military exercises of American and Filipino soldiers in Basilan province.

Even the business sector is apprehensive over the reported intrusion of the American agents in the affairs of the local police.

Joji Ilagan-Bian, Mindanao Business Council (MBC) chairman, said there is a need to look at whether the FBI authorities did not coordinate with the local police forces.

Ms. Bian said that if the FBI was on top of the investigation, then "there must be something wrong here."

But Chief Supt. Eduardo Matillano, regional police director, justified the FBI move, saying the American government has the authority to investigate and protect its people.

"But we cannot say it (the FBI move) was an intrusion because you know, they have the authority to impose actions on their nationals, particularly in looking at the welfare and interest of their nationals in our country," he added.

DAVAO CITY - The City Prosecution Office on Friday tagged the American victim of an explosion in his hotel room four months ago as a terrorist.

City Prosecutor Raul Bendico said findings from the investigation of the case indicated that Meiring apparently attempted to set up explosives intended to blow up Evergreen Hotel when the accidental explosion went off, mangling his lower limbs.

Michael Meiring, 65, of California, was rushed to Davao Medical Mission Hospital on May 16 after the blast inside his room at the hotel located on Ramon Magsaysay Avenue here.

Meiring was charged with illegal possession of explosives and reckless imprudence "for failing to practice proper attention and diligence regarding the handling of explosive materials."

But he was reportedly whisked away by agents of the US Federal Bureau of Investigation and brought to the United States.

Authorities want Meiring brought back to the country to face the criminal charges filed against him.

What is unusual about the case, The Manila Times reported, is that Meiring was: whisked out of Davao, past the Philippine National Police guarding him at the hospital, and on to a chartered plane, accompanied by what Immigration officials described as agents of the US National Security Agency and agents of the US Federal Bureau of Investigation.

The National Security Agency intervention, confirmed by Immigration Deputy Commissioner Daniel Queto, sparked intense local speculation as to why an agency that reports directly to the Office of the President of the United States would send an entourage of bodyguards to speed Meiring to a hospital in Manila.

DAVAO CITY - The British national involved in an accidental hotel blast that happened here two weeks ago is a major suspect in the production and distribution of counterfeit US Treasury bonds.

City mayor Rodrigo Duterte said Sunday that Michael Meiring has been under police surveillance for questionable activities including forgery of US financial instruments.

"I can't discuss this matter in detail since there are confidential information that may involve national interest," said Mr. Duterte, who was consulted by a US embassy official and Federal Bureau of Investigation (FBI) agents two weeks ago after the blast occurred.

The FBI agents took Mr. Meiring from a local hospital to a waiting airplane at the Davao International Airport last May 19 after meeting with local authorities.

Over the last few years, billions of dollars worth of fake US Treasury bills have been confiscated in various parts of Mindanao, specifically in this city, as well as in the cities of Cagayan de Oro and Iligan. A Bangko Sentral source claimed some of the forgeries were printed well and could pass on as authentic to "amateur investors."

The FBI has been involved in raids conducted against printers of counterfeit US bonds in Cagayan de Oro and Iligan in the last two years but these did not yield foreign financiers engaged in this illegal operation. Apparently, Mr. Meiring was one of those that always slip out before the raids.

A local police officer claimed they have questioned Mr. Meiring days before the dynamite blast at Evergreen Hotel, located in the city's Chinese-Filipino district.

The investigation has something to do with reports that he was engaged in illegal treasure hunting and is selling dynamite to local miners.

"But he was too arrogant when we approached him and we don't have the court orders to inspect his room and his bags," the police officer said.

Meanwhile, a police official said the explosive that ripped Mr. Meiring's room was no ordinary dynamite as it contained all the essential ingredients that could have destroyed the entire hotel.

SPO3 Miguel Vicente, Jr., a member of the regional police's explosive ordnance disposal unit, said that the bomb that exploded inside Room 305 of Evergreen Hotel was an improvised explosive device.

Based on post blast investigation, Mr. Vicente said the explosion also contained bomb materials intended as tool to sustain heavy damage like ammonium nitrate, electronic apparatus and heavy explosive materials.

The authorities also recovered two boxes containing documents and another improvised explosive.

Mr. Vicente theorized the explosion could have triggered the other box to explode for a graver damage. At the same time, he added, anybody who would open the other box could also trigger an explosion.

But Mr. Vicente did not discount the initial theory that the explosives were all intended for the treasure-hunting activities of Mr. Meiring, who was reported to have been into this activity since first setting foot in the city about 10 years ago.

Sources at the Davao Doctors Hospital said Mr. Meiring was taken out of his room Sunday by a team led by American vice-consul Michael Newbill and two other agents of the FBI.

The FBI agents were armed with high-powered guns and they immediately whisked the badly wounded Briton to a waiting vehicle on the way to the airport.

Supt. Condrado Laza, newly installed Davao City Police Office director, said he did not have any authority to stop the FBI agents from taking Mr. Meiring away.

"We still don't have power to bar those persons fetching Michael Meiring from the (hospital) because we would have yet to wait for an arrest warrant from the court," he said.

On Wednesday, authorities filed against Mr. Meiring charges for violation of Presidential Decree 1866, or the law on possessing guns and explosives, and reckless imprudence resulting in damage to property.

selling counterfiet treasury bonds is a good way. one among many, for that matter. plus, they get amnesty from the u.s. government when they fuck up, so there's nothing to stop them from doing it if they choose to.

this is like early 1960's saigon all over again. the same bullshit...

i would describe the process like this: there are real terrorist groups. these real terrorists groups do blow up real bombs for real reasons and create create real terror. but these terrorist groups have shadows, or parasites or doppelgangers. and these shadows blow up bombs in the terrorist's name. and these shadows have just as much to gain (for different reasons towards different ends) by blowing up things and giving the credit to such and such terrorist group as the actual terrorists...

I hate to break the bad news to you. But 99% of terror groups are run by the Governments that benifit from the crack down that follows an attack.
