the equivocable ordinance stands in the books
during and after the sac ministerial ag con protests there was much speculation by all parties as to the truth of an emergency ordinance passed declaring unlawful the wearing of bandanas and gasmasks. YES - IT IS TRUE.

finally found this in the minutes from the sacramento city council meeting on june 17, 2003.

3.24 An emergency ordinance adding section 12.48.090 to the City Code to regulate and restrict the materials and objects that may be possessed, carried or used by those participating in parades and demonstrations (requires 2/3 vote) (D-All)
