Sasetru is a food production factory that sat idle for two decades near Buenos Aires, Argentina. That is until former workers from closed Sasetru plant and people from the neighborhood near Sasetru reopened the factory and began to produce food under the direct control of the workers. That is until the police evicted the workers in late March 2003.

Now the workers and their supporters are demanding that the government permit the expropriation of the factory by the Sasetru Workers and want your help to let the government know that the whole world is taking notice of the brave struggle at this plant. They want the government to help them finance the

Argentina is in the midst of its worst economic crisis, one that is greater than the depression in the 1930s. Argentina is a major food exporter, but today, because unemployment is so high, starvation stalks the working class. It is a criminal act on the part of the government that the old owners who have permitted the factory to be idle for two decades to have the say when there this factory can put people to work and help provide food for community kitchens, schools and hospitals.

There are hundreds of workplaces under workers control in Argentina. The government has moved in the last couple of months to return the factories to their old owners, who in nearly all cases had gone out of business or had been unable to pay the workforce. Sasetru is the case of a long abandoned factory which produces a food, a commodity that is desperately needed to fight hunger and malnutrition immediately.

The workers of Sasetru are asking for international help to fight the police who have evicted them and to press for the legal expropriation of the idle factory under direct workers control and assistance for a water boiling system. They already have the support of the city government and now need provincial assistance.

Review on Sasetru Under Workers' Management (English & Spanish)
Reactivation Project
By Cooperative "Sasetru Under Workers' Management"

Introduction

On Thursday January 30, a numerous group of us, workers and neighbors of the area, occupied the factory where the Sasetru company operated. This establishment has been shut down for more than twenty years. The sector occupied is that in which a pasta factory operated, that is, just a part of this huge lot of the Sasetru complex, which covered various hectares.

The purpose which inspired this action was to get the plant operating again, as is occuring with hundreds of factories in the country that are now being managed by their own workers. We are in the presence of a phenomenon becoming more and more common: the bosses close down factories, while the workers re-open them and make them operate again.

We workers and neighbors that took this determination could not continue contemplating the sad spectacle offered by such an establishment, equipped with installation and machinery in condition to be used productively, abandoned and deteriorating progressively while so many urgent demands remain unsatisfied and thousands of brothers and sisters without work.

Legal framework

The project has won the practically unanimous backing of the City government, in the sphere of the Executive Power as well as the Legislative Power, who have valued the contribution that in the economic, social and urban fields, and even in the question of neighborhood security, the carrying out of the present project would mean for the township.

The measures taken by various legislative blocs in the Deliberative Council of Avellaneda, aimed at the expropriation of the plant, have had a favorable result, so that this body, in just a few days, could go ahead and sanction this project. The bill, whose content has been the result of a consensus among the councilmen, contemplates the expropriation of the plant and of the remaining assets present in the plant. To this effect, we neighbors and workers involved in this project have formed a cooperative. With this aim, the application before [the agency] INAES has been presented, which will result in official recognition.

Breakthroughs

Hardly 40 days since this determination, we have made a breakthrough in the electricity and water installations, cleaned and weeded an important area of the surrounding lot, checked the machinery, and have a clear overview of the entire factory.

An initial technical report in which participated engineers, specialized professionals and technicians including former technicians and workers of SASETRU that, at one time were involved in the assembly of the plantóindicates that most of the machines (presses, driers, silos and other machinery for the preparation and storage of flour) as well as the electrical installations are complete and in acceptable conditions, so that its reconditioning is not complicated and may be carried out at low cost and with less investment.

The exception is the boiler responsible for the production and distribution of heat energy for the plant, since the one presently installed is very deteriorated and must be replaced.

Courses of instruction have begun to be designed and instructors designated who will be in charge of training the brothers and sisters aspiring to work in the factory, to familiarize them with the production process and to train them in the operations they will be carrying out.

Objectives

This plant contains machinery for the manufacture of short pastas, long pastas and nested pastas.

This machinery, in accordance with that pointed out above, is found to be in conditions to be operating in the short term.

Our main objective is to put into production a first line of products (short pastas) and shortly put into operation the remaining lines until the entire factory is in operation.

Goals

Volumes of production per product (estimates have been made prudently and conservatively, taking into account the inherent difficulties of reconditioning and recycling a plant that has remained inactive during such a long period).

Short pasta machines Estimated production: 12,000 Kg.

Long pasta machines Estimated production: 15,000 Kg.

Nested pasta machines Estimated production: 20,000 Kg.

With the machines working at full capacity jobs would be provided for 150 people directly and indirectly for 2,500, due to the multiplier effect that the reopening of the factory would produce in the commercial, industrial and service sectors. On a more general level (product transport, marketing, sales, neighborning shops, buses and trains, suppliers of materials for the plant).

Our principal aim is to reach an agreement with the Governments of the Province and the City, so that they become our main customers. The provincial and municipal States would benefit: 1) With the low cost and superior quality of our products. 2) Improved coverage of the nutritional needs of community kitchens, schools and hospitals.

We guarantee the proper operations of our plant as already demonstrated by the hundreds of factories managed by their own workers, who have ended up demonstrating as "viable" and recovering companies whose board of directors and owners considered "unrecoverable" and therefore abandoned, leaving them shut down. With the will and initiative and determination that has already been demonstrated during these first 40 days by all the brothers and sisters participating in this project and the training and appropriate instruction that is already underway, the conditions are met with in order to successfully comply with the reopening and reactivation of the factory.

Our cooperative, it bears repeating, is made up entirely of former workers of the factory and a large number of collaborators who, the same as us, work unconditionally to fight for one of the most basic needs of the human being: "The right to work."

Request

We request from the Government of the Province of Buenos Aires

A. a subsidy for the purchase of a 10 ton, hot water, gas heated boiler, pipes for the hot water system and pipes for the installation of natural gas.
B. Transformation of the cooperative "Sasetru under Workers' Management" ("Sasetru Gestión Obrera") as privileged supplier of the provincial State.

Advantages

The re-opening of the factory will allow for the manufacture of basic and indispensable food products for the most needy population and, at the same time, create real jobs, absorbing unemployed manpower, that is, constituting an effective answer to the two most serious problems that at this time afflict the Argentine people: hunger and unemployment.

It is no exaggeration to say that the government's move has backfired. It is true that the eviction of the plant took place, but the scenes of resistance and struggle Tuesday 25, watched by millions of workers, has impressed the cause of Sasetru definitively in the mind's eye of public opinion. The re-opening of a factory that has been inactive for almost 20 years, clearly showed what an obstacle capitalism is. Bosses' management constitutes the main hindrance to ending unemployment.

The great resistance lasted until dawn. Under this pressure, the Deliberative Council saw itself forced to vote an ordinance, the passing of which it had been postponing for several weeks. The resolution of expropriation has profound limitations, but it is a tool which we are able and in position to take advantage of in order to force the complete and definitive expropriation of the factory.

The brothers and sisters who form part of the Cooperative and the organizations of the Polo Obrero will continue the struggle until the plant is regained. As one brother synthesized so well: "We got on this train and we're not getting off." We are in a strategic combat. In the case of Sasetru, which belongs to the cooking oil and comestibles industrial sectors, the working class has entered vital centers of the capitalist economy. Nothing else could be expected except more and more repression from the big bosses, which is what took place. The obstacles placed in the path are proportional to the interests affected. We have now entered the second stage of the struggle aimed at building on the victory obtained in the Deliberative Council. The next step is a plan of struggle to force the Buenos Aires [Provincial] Legislature to expropriate the plant and the machinery.

But at the same time, the direct struggle continues for the re-opening of the plant under workers' operation; the work squads and the shifts will go on, having as one of their main functions the surveillance of the perimeters of the property to prevent the bosses from sneaking machinery out of the establishment. The first courses planned for the training of the brothers and sisters who will be the future workers at the factory will be starting up. We will act, taking for granted that the workers will regain control of the factory.

The experience of Sasetru turns red hot more than ever the need for a common front of all the factories occupied and under workers' operation, to confront, fused with the piquetero movement and with the [popular] assemblies, a great national struggle for the complete expropriation of the factories and wrest from the State economic backing and access to credit to allow for the support of the economic undertakings of the working class.

Proyecto de Reactivacion
Cooperativa "Sasetru Gestion Obrera"

Introducción

El jueves 30 de enero, un numeroso grupo de trabajadores y vecinos de la zona ocupamos la fabrica donde funcionaba la empresa Sasetru. Dicho establecimiento, permanecìa cerrado hace mas de veinte años. El sector ocupado es en el que en el pasado funcionaba la fabrica de pastas, que es, apenas, una parte del amplìsimo predio del complejo Sasetru que se extendìa por varias hectareas.

El proposito que inspiro esta accion fue volver a hacer funcionar la planta, como ya viene ocurriendo con centenares de fabricas en el paìs que han pasado a ser conducidas por sus propios trabajadores. Asistimos a un fenomeno que se est· dando en forma cada vez mas generalizada: las patronales vienen cerrando f·bricas, en tanto que los trabajadores las reabren y vuelven a hacerlas producir.

Los trabajadores y vecinos que asumimos esta decision no podìamos seguir contemplando el triste espectaculo que significaba semejante establecimiento, equipado con instalaciones y maquinarias en condiciones de ser usadas productivamente, abandonado y deteriorandose progresivamente mientras existen demandas apremiantes insatisfechas y miles de compañeros sin trabajo.

Marco legal

El proyecto ha merecido el respaldo practicamente unanime del municipio, tanto en el ambito del Poder Ejecutivo como del Poder Legislativo quienes han valorado la contribucion que en el campo economico, social, en materia urbana y hasta en las condiciones de seguridad implicarìa para la comuna la puesta en practica del presente proyecto.

Las gestiones realizadas con los distintos bloques legislativos del Concejo Deliberante de Avellaneda, dirigidas a la expropiacion de la planta han tenido un desenlace favorable, de modo tal, que ese cuerpo en escasos dìas procederìa a sancionar dicho proyecto. La ley, cuyo contenido se ha consensuado con los concejales, contempla la expropiacion del inmueble y de los demas bienes muebles existentes en la planta. A tales efectos, los vecinos y trabajadores involucrados en este proyecto hemos conformado una cooperativa. Con tal finalidad, ya han comenzado los tramites en el INAES que culminar·n con la obtencion a corto plazo de la personerìa definitiva.

Avances

Apenas en 40 dìas desde dicha accion, avanzamos en instalar la luz y el agua, limpiar y desmalezar una parte importante del parque, revisar la maquinaria y tener un panorama claro de toda la fabrica.

Un primer relevamiento tècnico en el que intervinieron ingenieros, profesionales especializados y tècnicos -incluidos ex tècnicos y trabajadores de SASETRU que, en su momento intervinieron en el montaje de la planta- indica que la mayorìa de las m·quinas (prensas, secaderos, silos y dem·s maquinaria para preparacion y almacenamiento de harina) asì como la instalacion elèctrica est·n completas y en aceptables condiciones, de modo que su reacondicionamiento no es complejoy podrìa efectuarse con costo poco elevado y una inversion menor.

La excepcion es la caldera encargada de la produccion y distribucion de energìa calorica para la planta, ya que la que se existe actualmente est· sumamente deteriorada y exige su reemplazo.

Han comenzado a diseñarse los cursos y a designar a los docentes que estaran a cargo de capacitar a los compañeros que aspiran a entrar a la fabrica, familiarizarlos con el proceso de produccion y entrenarlos en la funcion que van a pasar a desempeñar.

Objetivos

Esta planta cuenta con m·quinas para la fabricacion de fideos cortos, fideos largos y fideos nidos.

Dicha maquinaria, conforme a lo señalado en el apartado anterior, se encuentra en condiciones de operar en el corto plazo.

Nuestro objetivo principal es poner a producir una primer lìnea de produccion (fideos cortos) e ir habilitando en corto plazo las restantes lìneas hasta poner en funcionamiento el total de la fabrica.

Metas

Vol™menes de produccion por producto (la estimacion ha sido realizada en forma prudente y conservadora, teniendo en cuenta los inconvenientes inherentes al reacondicionamiento y reciclaje de una planta que ha permanecido inactiva durante tanto tiempo).

Maquinas de fideos cortos Produccion estimada: 12.000 KG.

Maquinas de fideos largos Produccion estimada: 15.000 KG.

Maquinas de fideos nidos Produccion estimada: 20.000 KG.

Con las maquinas trabajando a pleno se estarìa dando trabajo a 150 personas en forma directa e indirectamente a 2500, por el efecto multiplicador que provocarììa la reapertura de la fabrica en la actividad comercial, industrial y de servicios. En un orden mas general (fleteros, marketing, ventas, comercios de la zona, medios de transporte, proveedores de insumos y materiales para la planta).

Nuestra meta principal es llegar a un entendimiento con los Gobiernos de la Provincia y Municipal, para que se conviertan en nuestros principales clientes. Los Estados provincial y municipal se beneficiarìan: 1) Con el bajo costo y mejor calidad de nuestros productos. 2) Una mejor cobertura de las necesidades de alimentos a los comedores populares, escolares y hospitalarios.

Garantizamos el buen funcionamiento de nuestra planta como ya lo vienen demostrando las centenares de f·bricas administradas por sus propios trabajadores, quienes han terminado por hacer "viables" y recuperar empresas cuyos directivos y dueños consideraban "irrecuperables" y por esa razon terminaron abandonandolas y dejandolas inactivas. Con la voluntad e iniciativa y determinacion que ya se viene constatando en estos primeros 40 dìas por parte de todos los compañeros que participamos de este proyecto y un entrenamiento y capacitacion adecuada que ya se ha comenzado a encarar est·n dadas las condiciones para cumplimentar exitosamente la reapertura y reactivacion de la fabrica.

Nuestra cooperativa, no es ocioso reiterarlo, est· integrada tambièn por ex trabajadores de la fabrica y un sinn™mero de colaboradores que al igual que nosotros trabajan incondicionalmente para pelear por una de las necesidades elementales para el ser humano: "El derecho al trabajo".

Solicitud

Solicitamos al Gobierno de la provincia de Buenos Aires

C. un subsidio para la compra de una caldera de agua caliente, alimentada a gas, con capacidad de 10 toneladas, caños para el sistema de agua caliente y caños para la instalacion de gas natural.

D. Transformacion de la cooperativa "Sasetru Gestion Obrera" como proveedor privilegiado del Estado provincial.

Ventajas

La reapertura de la fabrica permitira fabricar alimentos b·sicos e imprescindibles para la poblacion mas necesitada y al mismo tiempo, crear empleo genuino, absorbiendo mano de obra desocupada, es decir, constituye una respuesta efectiva a los dos problemas m·s graves que, en la actualidad, azotan al pueblo argentino: el hambre y la desocupacion.

No es una exageración si decimos que al gobierno el tiro le salió por la culata. Es cierto que se produjo el desalojo de la planta, pero las escenas de resistencia y lucha del martes 25, registradas por millones de trabajadores, han impuesto la causa de Sasetru definitivamente en la opinión pública. La reapertura de una fábrica inactiva durante casi 20 años, puso claramente de manifiesto el impedimento que significa el capitalismo. La gestión patronal constituye el principal obstáculo para acabar con la desocupación.

La gran resistencia se prolongó desde la madrugada. Bajo esta presión, el Concejo Deliberante se vio forzado a votar la ordenanza cuya sanción venía dilatando hacía varias semanas. La resolución de expropiación tiene profundas limitaciones, pero es una herramienta de la que podemos y estamos en condiciones de valernos para imponer la expropiación integral y definitiva de la fábrica.

Los compañeros que forman parte de la Cooperativa y las organizaciones del Polo Obrero continuarán la lucha hasta reconquistar la planta. Como bien lo sintetizó un compañero: "Nos subimos a este tren y no nos vamos a bajar". Estamos en un combate estratégico. En el caso de Sasetru, perteneciente al ramo de la industria aceitera y de la alimentación, la clase obrera ha incursionado en centros vitales de la economía capitalista. No se podía esperar otra cosa que una escalada represiva de la gran patronal, tal como ocurrió. Los obstáculos que se interponen en el camino son proporcionales a los intereses afectados. Ingresamos en una segunda etapa de lucha que apunta a superar la victoria obtenida en el Concejo Deliberante. Se plantea hacer un plan de lucha que imponga a la Legislatura bonaerense la expropiación del inmueble y las maquinarias.

Pero, al mismo tiempo, continúa la lucha directa por la reapertura de la planta bajo gestión obrera; van a continuar las cuadrillas y los turnos, que tendrán entre sus funciones principales una vigilancia en el perímetro del predio para impedir que esta patronal sustraiga las maquinarias del establecimiento. Van a ponerse en marcha los primeros cursos que estaban previstos para capacitar a los compañeros que van a ser los futuros trabajadores de la fábrica. Vamos a obrar, dando por descontado que los trabajadores retomaremos el control de la fábrica.

La experiencia de Sasetru pone más que nunca al rojo vivo la necesidad de un frente común de todas las fábricas ocupadas y bajo gestión de los trabajadores para encarar, en fusión con el movimiento piquetero y con las asambleas, una gran lucha nacional por la expropiación integral de las fábricas y arrancar el respaldo económico estatal y el acceso al crédito que permitan sostener los emprendimientos de la clase obrera.
