I join in the call for all San Franciscans to IMMEDIATELY contact the entire Board of Supervisors, as they all make decisoins about the whole city, and thus represent all of us. They all have voice mail so you can call them at any time on any day and leave a message. You can also send E-mail and US mail. The US mail address is:

IT IS URGENT that we demand that the Board of Supervisors STOP THE SCAPEGOATING of the homeless that the Democratic Party candidates for mayor have been doing since 1980, when the homeless crisis started under Democratic Pres. Carter.
The solution to the homeless crisis is to permanently house the homeless. They can get the money from the police budget if needed to take over empty apartments, which are everywhere now, by right of eminent domain, and house the homeless. We need housing, not police, prisons or the military.
The tide has turned and either these supervisors provide the goods and services demanded by the workingclass or face recall or retirement. The pending recall of Democrat Gov Gray Davis should be a lesson. The anger at Davis is so great that the support for the recall cuts across ideological lines.
Call, write ,fax or E-mail ALL SUPERVISORS TODAY. No on Prop N. Permanently house the homeless now. Demand rollback in rents to pre-1995 levels. Demand increase in the minimum wage to $20 per hour. Let's move forward for a change.

As you can see, it is a very straightforward decision, relying on a recent decision of the California Supreme Court, Committee of Seven Thousand v. Superior Court (1988) 45 Cal.3d 491, 500-507. That decision stated:
"When the legislature has designated a specific local governing body as its agent to administer policies of statewide concern, such matters are placed outside the scope of the initiative process."
The California Supreme Court had previously ruled in the same manner in San Francisco v. Collins (1932) 216 Cal.187, 191-2.
The Court of Appeals made a similar decision . See Memorial Hospitals Assn. v. Randal (1995) 38 Cal.App.4th 1300, 1313.
The good Democrat-Republicans at the City Attorney's office have appealed Judge Quidachay's decision but with these prior appellate court opinions, it is likely to get the usual treatment of most appeals: Rejection.
Meanwhile, as appeals take months if not years, the Board of Supervisors is being pressured to sing Nazi Newsom's tune. That is why you must IMMEDIATELY write that letter and/or make that phone call. DO NOT DELAY. On Tuesday, when the Board meets, Board Pres. Gonzalez has stated he will have a committee deal with this issue.
TODAY, write that letter and make that phone call to their voice mail and demand the Board of Supervisors reject Prop. Newsome's groupies will be there in strength. We need to have a decent number there to blunt a media stampede in favor of Prop N. His lies are countered by Rachel Gordon in the Sunday Chron article.
1) He pulled the initiative from the board without public comment on his own volition. The board didn't reject it.
2) He had a hunch the board would reject it, but that's all he had. The board didn't prevent him from having a fair hearing. He decided to prevent the public from weighing in on the structure and composition of the initiative.
