Is Bush Evil? I mean Really, Really, Evil like the devil?

If the goal is to have the Iraqi forces surrender, what possible advantage could there be to releasing, as Bush did Friday, in advance of the invasion, the names of Iraqi generals and politicians to be prosecuted for war crimes from among a list of the 2,000 top ranking Ba'ath?
Since Bush just removed incentive to surrender for these Iraqi commanders, out from under them, could Bush really be as evil to desire all the Iraqis generals fight to the death and, say, unleash their WMDs on our troops to make a point to the world? Would Albert Speer, at the end of the Third Reich, have taken as low a profile and risked foiling some of Hitler’s worst scorch Earth policies if he had known before hand he was to spend the next several decades in Spandau Prison? In addition to being paranoid, Bush is either supremely stupid, supremely arrogant, supremely evil, or some combination of all! In any case, he just increased the body count for our troops, Iraqi troops and Iraqi civilians.
