Is U.N. democratic?

Responses made to Powell’s spin without hearing other side.
Today, I had the opportunity to listen do some of the speeches at the UN Security Council today. It seem to me that the format of this meeting, called by th U.S. was rather undemocratic. Who makes the rules?

First Powell is allowed 90 minutes to give his spin of events. Then all members responded, about 10 minutes each. Germany who presides this month made the last speech. It was only then, that Iraq was given only about 10-15 minutes to respond to the many charges made by Powell in 90 minutes.

In an American court of law the defense is allowed an equal time to respond to the prosecution charges, immediately after they have been made. The jury does not make their comments or decision until then. That seems to me to be a fair and perhaps the best way of arriving at the truth. Also while the full 90 minutes of the Powell speech is carried lives on all stations, the short Iraqi response is not even shown. I understand, that’s how propaganda works in repressive countries.
