As you can see, Hitler at his most popular only received 43.9% of the popular vote. This is called a plurality, not a majority. If Hitler had received more than 50% of the vote he would have a majority.

This means that the majority of German people didn't vote for Hitler, but since he was the largest single vote-getter (because of the large number of political parties in the Wiemar Republic) he won the election.
