Italy Lifts Postwar Ban on Return of Royal Males By THE ASSOCIATED PRESS

ROME, July 11 (AP) ˜ Italy's male royalty, banned from entering the country since 1948, may finally be allowed home, after Parliament today lifted a constitutional ban imposed as punishment for the family's support of Mussolini.

The House of Savoy, exiled for 56 years mainly in Switzerland, has battled to overturn the ban, calling it a human rights violation. The royals have renounced any claim to the throne, and many Italians say they would not be bothered by their return.

"I want to express my joy and that of my son for this brilliant success," Victor Emmanuel, 65, son of Italy's last king, Umberto II, told Italian state television from his villa on the French island of Corsica.

The action today in the lower Chamber of Deputies was the last of four successful votes ˜ two in each house of Parliament ˜ needed to amend the postwar Constitution, which bars male members of the House of Savoy from Italian soil.

One possible glitch remains, however. The second round of parliamentary voting failed to garner a two-thirds majority, so a referendum on the question could be called if supported by enough voters or legislators. Experts say this appears unlikely.

Victor Emmanuel was 9 when he left Italy. His son, Emmanuel Filiberto, now 30, was born and reared in Switzerland, and has never been to Italy.

The ban came shortly after World War II, when Italians looked for culprits for the devastation their country suffered during Fascist rule and the war. Among those deemed guilty was King Victor Emmanuel III, a figurehead monarch during Mussolini's rule.

On May 9, 1946, Victor Emmanuel abdicated in favor of his son Umberto II. But Umberto lasted only a month before a referendum in which Italians voted to scrap the monarchy and make the country a republic. Two years later, the new Constitution barred Umberto and his male descendants from Italy.
