Shelter-in-Place in Crockett After Refinery Incident

There was a shelter-in-place order for Crockett Wednesday afternoon after an incident at a nearby refinery.
The Philips refinery in Rodeo apparently lost power to some steam turbines, causing a flare-up that sent a large plume of smoke into the sky.
When there's a shelter-in-place order, residents are advised to go inside, close all windows and doors, and turn off all heaters, air conditioners, and fans.
