Hospital Profits by Illegal Denial of Care

In the last three years, five health care agencies have gone bankrupt and a sixth has just filed for Chapter 11 protection. Yet Sutter Hospital has been buying more hospitals (Warwick) here, and showing a
profit. Could the Denial of Health care be a factor ?
Excerpts:

There is a California Department of Health report that
states Sutter Hospital of Santa Rosa, CA was found to
have repeatedly violated the Emergency Medical Treatment And Labor Act (50, A, B, *C*, D ). The simple fact is that it is cheaper for Sutter to pay the fine, than to provide the care. Sutter Hospital owns the emergency psyche hospital, Norton Center and is under contract with the County of Sonoma to provide psyche care. Norton Center had been called Oakcrest
Hospital. By contract, Sutter Hospital also contracts back to the County of Sonoma, employing county workers in the out patient psyche and it's intake for Emergency Psyche (70). It was and is meant to be confusing, as a part of "the health care shell game". But it amounts to Sutter Hospital contracting County employee's as though the county employee's were from a type of "day labor agency". This contract serves as more than a ruse for liability. It also gives "control" of the methods and manner in which patients are admitted to the IPU to Sutter Hospital. This specified "control" ( by contract 70), should actually define the county employee's as Sutter Hospital (and or Norton Hospital) employee's (30), as far as legal liability is concerned.

There are court cases that have "set a precedent"
in the regard of independent contractor or
employee. According to published articles (30)
concerning these issue's, as well as with the
Internal Revenue Service (30). The most recent case
concerning this was against Microsoft. After years of litigation, Microsoft lost. The "class" of workers were defined as employees by the IRS and the court.
