Permit Agreement
This Permit Agreement ("Permit") is entered into this day of May 22 2002, by and between the Golden Gate Bridge, Highway and Transportation District ("District") and the All Peoples Coalition ("Coalition").
The District hereby grants this Permit to the Coalition to march across the Golden Gate Bridge on Saturday, May 25, 2002, subject to the terms and conditions of this Permit.
The Coalition -has informed the District that it expects between 800 and 1,000 people to gather at Crissy Field and proceed to the south end of the Bridge at approximately 12:00 noon for a peaceful march across the east sidewalk of the Bridge, and returning to the south end of the Bridge for a gathering at Crissy Field. The District grants this Permit at this time for this number of people based on the special conditions the Coalition agreed to at the May 17 meeting with representatives of the District, law enforcement agencies and the Coalition, which are detailed below, and on the availability of law enforcement and security personnel for this event. These conditions are being imposed to avoid injury to persons and damage to property and to assure safety, security and the orderly use of District property. Parking is extremely limited around the Golden Gate Bridge and the parking situation becomes very difficult on summer weekends. All parking regulations will be strictly enforced.
The following shall be the conditions of this Permit:
The activity shall conclude no later than 2 p.m. Participants may begin to arrive in the east parking lot no earlier than 11:00 a.m. in preparation for the walk across the Bridge. The last participants shall enter the sidewalk no later than 1 p.m. to complete the walk across the Bridge by 2 p.m. The march across the Bridge from start to finish shall not exceed 2 hours.
All participants shall walk across the Bridge in a safe and orderly manner. Participants shall proceed directly across the Bridge and back, and participants shall not stop, gather or congregate in groups or obstruct the sidewalk in any way. Participants shall not interfere with the use of the sidewalk by others and shall at all time allow other users of the sidewalk to pass freely. Participants shall remain on the sidewalk at all times.
No signs, flags, banners or props of any size or form will be allowed.
Nothing may be attached to the Bridge in any way.
No musical instruments of any size or type will be allowed.
No P.A. systems or bullhorns will be allowed, except that a bullhorn may be used in staging areas for crowd management and organizational purposes.
Backpacks and large handbags are strongly discouraged. Backpacks and handbags are subject to search before entry onto the Bridge sidewalk is allowed.
Participants shall not engage m any activity which, in the judgement of the District, distracts vehicular traffic on the Bridge or interferes with pedestrians or bicyclists on the sidewalks. The District may terminate this Permit and the District or law enforcement agencies may end the event at any time to prevent injury or damage to persons or property or to prevent interference with the free flow of vehicular, pedestrian and/or bicycle traffic.
The conditions and requirements set forth in Section I.F of District Master Ordinance No. 2002, as amended by Ordinance 2002-02, pertaining to the use of District property for expressive activities are attached hereto and incorporated into this Permit.
The District expressed concern about references the Coalition previously has made to "militant" action and "civil disobedience." The Coalition, at the May 17, 2002 meeting and in subsequent telephone and electronic correspondence with the District has provided assurances that this event would be conducted in full compliance with all applicable laws and with the conditions of this Permit. The Coalition also agreed that its promotional materials for this event shall reflect the Coalition's agreement to conduct the event in compliance with this Permit. This Permit is being entered into by the District in reliance on those representations.
The parties have executed this Permit Agreement as of the day and year first written above by their duly authorized representatives.
