would you expect any country holding nuclear weapons to not have detailed plans outlining when they would/would not be used??

I am shocked that people would be so naive as to think this..

In any case, I applaud the recent leak of the memo by the Bush Administration which makes it clear to rogue nations that we won't sit back if they send terrorist to use a weapon of mass destruction on the USA.

At least now they have a firm idea that their country would suffer irrepairable harm if they were to launch a cowardly attack on our citizens. Just what we want publicized, in my view.

A big, big, big hubbub erupted over the newly revealed contingencies on our nation's use of nuclear weapons, and whom we've targeted. U.S. officials from Secretary of State Colin Powell to National Security Adviser Condoleezza Rice explained the Pentagon's contingency plans for expanded use of smaller, better nuclear weapons. Administration officials explained (to a press corps and world so eager to miss the point), that the intent is to deter other nations from deploying weapons of mass destruction against the United States.

There's nothing unusual about this, folks. What would be unusual is if the Pentagon puts out a news story saying, "Guess what? We have nuclear weapons but we don't have any plans for using them." That's what you should worry about. The idea that we should be in a state of panic over the fact that we have a nuclear weapons usage plan is silly. The Bush administration wants to send a very strong signal to anybody who might try to use WMDs against the United States, as Ms. Rice said this Sunday on Meet the Press.

Look, here's the bottom line on this stuff according to the libs: if we have nukes ready, then we are destabilizing the world, so we shouldn't do it. It's the same with SDI. If we build a defense to protect ourselves from missiles, rather than just sit here and leave ourselves open to having one dropped on us, we are destabilizing the world.

The war on terrorism? If we expand it to pursue these terrorists who've sworn their duty is to kill as many of us as possible, we're destabilizing the world. The only thing acceptable to the left is not defending ourselves, not projecting power, not acting as the lone superpower of the world. If we just surrender, everything will be OK.

The big story in this isn't "destabilization." It's that those in the media that we rely on for our news have again misled us. It's due to ineptness or laziness or ignorance. The Nuclear Review Report, a classified Pentagon document was delivered to Congress, and eight or so weeks later it was leaked to the Los Angeles Times. Such a report is required by law every six years, according to one report, so it's no news to me. The news story to me is that this report was leaked.

The story here is who leaked this report? Why did they leak it, and why at this time? That's the most newsworthy thing. I have no idea who leaked this. But it was compiled, as required by law, eight to ten weeks ago. So why is the story breaking at this moment in time?

Well, we have two events that could suggest the timing. One of them is that Democrats are desperate for an issue to take into the election year, and they're throwing things up against the wall seeing what sticks. Second: Dick Cheney is off to the Middle East trying to work on a coalition for invading Iraq, and to shore up support for the war on terrorism.

We know of several leakers on committees - including Patrick Leahy who was disgraced and thrown out as Senate Intelligence Committee chairman for leaking - that would have had access to this report. So if you're one of those upset and panicked about this, realize nothing has changed, and start thinking about who leaked this to scare you, and for what petty political purpose did they endanger our nation's security.

The ancients would also have scoffed at the automobile, air travel and walking on the moon. Who’s to say SDI would not eventually work.

The point being made was that liberals are against different measures because they believe it will destabilize the world. Even if you believe missiles are not the main threat, they are nevertheless a threat. “Destabilization” is not the issue. Having a plan and/or system in place for any and all conceivable scenarios that could threaten our nation's security is prudent.
