Ontario, 15 October 2001: Ontario Coalition Against Poverty (OCAP) activists are being held hostage by the authorities.

Activists were warned by Officer Steve Irwin, the local leader of the Counter-Intelligence and Terrorism Task Force, that if they were peaceful they would be released if they were violent then the police will be against them. The activists, a group from Quebec, were subsequently allowed to disembark from their buses. A local church is housing them. Many appeared to be anti-authoritarians.
