Are we one of 60, if not 1st ?

While Inhuman acts of terror are highly denounced, is it not a double standard to say that we're going to punish those who harbored terrorism, when our own policies have been behind such terror networks ? Are we one of the 60, if not 1st in the list of the nations that US is targeting in their WAR hit list ? If that's the intent, shall we punish ourselves first for praising and supporting financially and militarily, extremist or terrorist organizations ( we praised Osama network once against soviet ) in the near past..
