§to conspire or not to conspire?

i just want to say that the whole national brotherhood of police officers theory becomes more and more believable as the natoins news drama unfolds. i was reading of this los angeles (where i live) sherriff deputy who snitched on two other of his fellow deputies for abuse and talk of planting evedence (narcotics) on a suspect this deputy who was ostrasized and transfered repetedly and in fear for his life
he moved out of la county and filed a lawsuit.....
any way this makes me wonder....does it realy go that deep?
