§Why Not Try Genuine Deregulation?

You write, "Residential and small business ratepayers have been the deep-pockets for deregulation since it first passed."

California has never deregulated energy companies. In 1996, they ADDED new regulations which forced producers to sell off profitable parts of their business and limited their production capability.
