Quebec IMC, where are you?
Many people are noting that they cannot get onto IMC Quebec. You? Read the following as we might collectively trouble shoot.

I just did a trace route on the Quebec server. It is responding to pings and can reply to data port hits, however it is not serving its web site. This appears to be outside intereference since there would be no ping response if the server were actually down. I would bet there is a filter on the international ties lines that come out of Canada.
Overloaded serveres tend to work intermitedly (sic), and downed servers come back with a "page not found error". The error I get is "page cannot be displayed" which indicates a resource that is being denied access to the inbound client, or your browser.
Suggest somebody gets a hold of them, because they might not even know it is happening.
