The time has come for Gov. Davis to make good on his promise to use the power of eminent domain to resolve this crisis for good, by creating a state-wide public power system. Anything short of this simply constitutes another billion-dollar bailout of the gouging power companies. Gov. Davis' "state of emergency" legislation directing the Department of Water to pay the power profiteers hundreds of millions of dollars of taxpayer money in the next few days represents an unconditional surrender. Schools, homes, businesses, traffic lights and elderly care facilities are losing their power. Now Northern Californians face the real threat having their natural gas supply cut off. This crisis affects all of us, but it is particularly acute for the old, the young, the sick and the poor. The utilities and the power generating companies have proven that they cannot provide Californians with efficient, affordable and reliable energy. Now is the time to put the interest of 30 million Californians above that of the profiteers.

The Campaign Against Utility Rate Increases (a grass root coalition representing rate payers, labor, environmentalists and consumer advocates) has gathered thousands of pledges from rate payers, promising to defy the 9% rate hikes. We have requested a meeting with Gov. Davis to present him with these pledges and to demand that ordinary rate payers have a voice in the backroom Sacramento negotiations. So far, his office has refused to respond to our repeated requests. We will deliver these petitions to Gov. Davis' desk on Monday, January 22nd whether or not his office responds. Call for details.

BUSINESS ENERGY FORUM

In response to a growing expected attendance and an increase in interest due to the quality and level of speakers, the Greater Stockton Chamber of Commerce announced today a change of venue for the "Business Energy Forum," taking place Wednesday, March 14, on the campus of San Joaquin Delta College. The forum, which will run from 6 p.m. until 9 p.m., will now take place in Delta College's Atherton Auditorium.

The "Business Energy Forum" will gather an impressive line-up of expert and dynamic business and policy leaders to address a variety of timely and pertinent energy issues that impact our industries and daily lives. Headlining the event is Senator Michael Machado. Machado will provide insight into the legislation that has taken place and what legislation lies ahead. Speaking on what it will take for recovery will be David Hawkins of the Independent System Operator and Commissioner Carl Woods of the California Public Utilities Commission. Commissioner Robert Pernell of the California Energy Commission will focus on how we can all do our part. PG&E's Senior Programs Manager, Jennifer Barnes will provide information on conservation measures and cash rebates. Other members of the panel of experts attending will be Assemblymembers Barbara Matthews and Anthony Pescetti; Dr. Kurt Schuparra, Senior Policy Analyst, Office of Governor Gray Davis; and Tom Heller, Plant Manager of Air Products CoGen.

"We are so pleased to have these accomplished and well versed individuals as speakers," states Bob Olson, President of the Greater Stockton Chamber of Commerce and Sumiden Wire Products, who will moderate the forum. "We are equally excited about the opportunity for this panel of experts to field questions from the audience."

Because of the larger venue and time constraints there will NOT be an opportunity for the media to interview speakers prior to the event, however, the media is welcomed to set up inside the auditorium.
