The Blue Code of Silence
After four years of trying to find justice by going through proper channels, Mark Garcia's relatives have found that the system is designed to protect criminal behavior by police officers. There is not much opportunity left for arriving at a just resolution of this incident. The family is hoping that District Attorney Terrence Hallinan will hold an open grand jury hearing to examine the factual evidence in this case.

On April 6, 1996, Mark Garcia was robbed and partially stripped of his clothing. The San Francisco Police Department (SFPD) was called. Instead of helping Mark, the police beat him, pepper sprayed him, handcuffed him, stood on his back for more than 5 minutes, hog-tied him, and then threw him into the back of a police van. Although they took him to the hospital, Mark Garcia died as a result of this abuse.

With the War on America mentality, our own country has embarked on a policy to enslave an entier segment of our society. Many studies by educated individuals along with the governmental accounting and ststistical organizations have found this to be true. Although their is no policy in effect to counter this trend, Their are some brave people who are bringing attention to this inequity in law enforcement, probably at their own risk. I for one have seen this first hand and am outraged that it goes on unnoticed by mainstream media. The air waves are a focal point in getting this information out to the people who care! In effect, the freedom of the press is in danger of being religated to the whims of the special interests who's only interest in the common people is to dumb them down and make them complacent. We must advocate for the freedom of "MICRADIO" or low power FM broadcasting licences to be issued to those who have their communities bussiness in mind. The way we run out communities is in direct relationship to the amount of information we are given on issues that concern us. It is the peoples best interest to bring about this grass root broadcasting so we may address our grivences directly to our community members and let them act accordingly!
My suggestion is to tell your senator or congressman that you support comunity low power broadcasting and why! You have the power to change what is wrong in our country, but you need to know about it first. Support "MICRADIO"

Mark Garcia was an overweight, middle aged, crack cocaine user. After a 3 day binge on the drug, he found himself in the vicinity of the Army St. projects, where he was beaten and robbed of everything including his pants. He then went raging up the middle of Cezar Chavez until someone called the cops. Mark punched out the first officer to arrive and then violently resisted the other back-up officers. After struggling for a protracted period of time, the officers managed to handcuff him and hold him on the ground. They called an ambulance but the one that responded got diverted to another location. Garcia was taken in a patrol wagon to S.F.G.H. and his heart gave out. He was revived, admitted to an ICU and died the next day. Mark Garcia's death was the direct result of a series of life choices only he could control. Many of his choices were bad. The manner of his death was tragic. The reaction to his death has only served to compound that tragedy. Rather than focusing their anger where it belongs, with the filthy crack dealers who supplied Mark with the drug, his family has zeroed in on the cops who responded that day. No doubt, many a good liberal San Franciscan passed Mark on that busy street that day, but none were willing to stop to help him. The only people who would try were the cops that answered the call. They failed. So would anyone else under those circumstances. Stop and think to yourself how you might have dealt with Mark Garcia. Any ideas? The truth is that there just aren't any effective means available to wrestle and subdue someone like this without putting a huge strain on his heart.The events leading to Mark Garcia's death were scripted by him and him alone. The cops came in on the tail end of this tragedy and at least tried to help him, something no one else would do. That this case has been heard and rejected at a number of levels is telling. Even liberal judges like Garcia have to conclude that the officers were not at fault. There is no case to be made against these officers, because they did nothing wrong. The O.C.C., ever true to there political agenda, sustained charges that they knew would never fly at higher levels. It was their way of dodging flack, at the expense of officers who should have and have subsequently been, exhonerated. Life is full of choices.The Garcia family can choose to continue to rage against the facts, or they can choose to redirect their efforts against the scourge of crack dealing thugs who are their true enemy.
