News item today:
Vince LoFranco alleged an assault by Santa Cruz County Planning Director Tom Burns around shortly after 10:00 am on June 2, 2009.
The (Mid County) Post reported in their June 3, 2009 issue,
"Santa Cruz police officer Zack Friend confirmed an assault was alleged by LoFranco,
however added that a review of the county's surveilance tape of the event by officers
showed that LoFranco crowded Burns at a security door leading to the planning department
and that Burns only "shoved" LoFranco to get the door closed."
"Officer Friend said that if there were any charges brought in the case, the charges would
likely be brought against LoFranco"
The problem with the Santa Cruz Police Department Spokesman Zack Friend's story is that the Santa Cruz County Planning Department DOES NOT have surveillance cameras!
The only video recording is in the possession of LoFranco, and he has not admitted that he has a recording of the alleged assault or given permission to the Police or Planning Department official for its review if he had.
Parts of the video of events after the alleged assault were posted on YouTube, but not of an alleged assault, only interactions with deputies and police after 911 was called in response to Mr. LoFranco's request.
So who invented the County surveillance tape story?
The reporting officer for Santa Cruz Police, Ken Deeg, admitted on Monday June 22, 2009 he had seen no video.
If the County has such a video and surveillance equipment, then this is news to two former employees, one current employee, two Board of Supervisor Aides, and a County Clerk employee.
Now the question is whether the reporter is making up stories or whether the spokesperson for Santa Cruz Police, officer Zack Friend is a liar.
I did confirm a report of the alleged assault was taken and we will monitor it when it is sent the District Attorneys Office.

It was at County Supervisor Neal Coonerty's request that Friend attempted to limit time and questions by concerned an supportive LOCAL Democrats as they questioned the soon to be fired Bronson and LoFranco about the Issues within the Santa Cruz County Planning Department.
Coonerty is a huge supporter and defender of Planning Department Management, Staff as well as their on going questionable practices
Also present was Terry Hancock, Supervisor Ellen Piries Husband as well her appointee to multiple Boards and Commissions including the County's Planning Commission.
Accessibility and Fire Code Appeals Board Chairman Dan Bronson had not yet been FIRED by Coonerty and his Board, that came a week later at the Board of Supervisor's meeting on June 2, 2009

Santa Cruz Police Department is continuing to lie via Spokesman Zach Friend.

When the Santa Cruz County Board of Supervisors decided to disband a recently seated appeals board June 2, tensions ran high. On the same day, former Planning Department employee and a critic of disbanding the appeals board, Vince LoFranco, claimed planning director Tom Burns assaulted him.
The assault allegedly took place at the door of the Planning Department offices. LoFranco refused to talk with sheriff detectives about the incident, insisting that the city of Santa Cruz had jurisdiction. That part of the day was taped by LoFranco.
However, at the time, The Post was told by Santa Cruz City Police spokesman Zach Friend that a surveillance video of the alleged assault had been reviewed, leading police to clear Burns and pursue charges against LoFranco.
The department has since corrected that statement. The county building does not have video surveillance cameras, and therefore no such tape could have been reviewed.
City attorney John Barisone told The Post June 25 that no charges will be filed in the incident.
The only person with a video camera was LoFranco, and both he and a witness say that police never asked to see if there was footage from the June 2 incident.
"It's just been devastating for my family," said LoFranco, who said he has been treated horribly by police.
All parties agree that LoFranco had followed Burns from a public meeting and was attempting to continue speaking with him as he entered the secured area of the Planning Department. LoFranco said Burns shoved him and caused him to fall as he stood in the still-closing doorway.
However, the officer who responded to LoFranco's call determined that no assault had occurred and forwarded his report to the city attorney to determine if LoFranco had violated the city's trespassing ordinance, which requires that someone leave a business's premises when asked.
"I haven't seen any videotape and no one mentioned it to me," said Barisone. When asked if the report mentioned any tape, he replied, "Not that I recall."
His investigation ended when Burns and his attorney requested that no charges be filed, Barisone said.
LoFranco, meanwhile, questions why a tape was mentioned at all to reporters when none was reviewed. After repeated calls to the Santa Cruz Police Department asking about the report, he and Smith went in person June 22 to request a copy of the report. He was told he must fill out a request and could not get it for 10 days.
LoFranco also said he continues to attempt to bring assault charges against Burns. Burns is on vacation and could not be reached for comment.
