Santa Cruz Mayor's "positive" approach to the homeless a human disaster
Mayor Don Lane's "positive" approach to addressing homelessness in Santa Cruz has been a human disaster. Please read the following attached PDF of email correspondence between me and the City and County of Santa Cruz about SCCCC.org supervisor Betsy Clark violating the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973 (because SCCCC.org receives federal funding), and the amended federal Fair Housing Act of 1988. Ms. Clark refuses unequivocally to allow me to represent and advocate for River Street Shelter clients, even when they ask for it as reasonable disability accommodations.

Mayor Lane's twenty years of applying a so called positive approach to the problem of homelessness in Santa Cruz has been a human disaster.
There's about 100 shelter beds give or take 30 for 2000 homeless people in Santa Cruz County. The police mercilessly harass those not housed in the 100 or so shelter beds — for example making Gary Johnson a sleep criminal subject to 2 years in the County Jail, more jail time than twice convicted Meth dealer Anthony Ruffo: I call this a human disaster.
