Kelly's death reflects police abuse on homeless nationally

by "Kelly's Law" to stop police violence
Following the beating and resulting death of Kelly Thomas by six Fullerton police thugs, am proposing "Kelly's Law" in honor of Kelly Thomas and in a national effort to stop beatings, killings and abuses of homeless and mentally ill residents by police officers. We know there are safe restraint techniques available, though in this situation the Fullerton six made a willful choice to use their hands as deadly weapons, instead of restraining Kelly safely as they learned in police academy.

It is common sense that six adult males with several months of training should be able to restrain a single adult male without causing ANY injuries, let alone beating someone into a coma, then causing Kelly's "mysterious" (according to the OC coronor) death in the hospital only days after the most vicious and cruel beating at the hands of uniformed thugs calling themselves police officers.

Maybe the OC coronor would have people believe that Kelly Thomas died from the flu, and that the beating he recieved from the six Fullerton gang of thugs was only coincidence?! Sorry, but we the people are NOT idiots!!

The proposed "Kelly's Law" would make it a criminal act for police officers to beat anyone into submission when there are safe restraint techniques available that do NOT involve beating someone in the head with fists, feet, or other objects like Tasers.

This would apply to homeless people, mentally ill and people under the influence of drugs and/or alcohol.

Proper safe restraint techniques under Kelly's Law;

1) Call for backup. It is not "sissy" to ask other police for help when restraining someone. More police available to restrain an individual should result in less injuries. Change police culture that makes calling for backup seem a "sissy" act.

2) One officer for each limb, plus the head. If an individual is resisting, all that is needed is five officers, one for holding down each limb, and one for holding the head steady in case of seizure and head banging. Instead of police using hands for punching and hitting the person, they are instead using their hands to steady, support and calm the individual. Even with two officers, there are ways to restrain limbs without beating the person into submission. Even if there is only one officer available, the baskethold restraint would be the safest option. Basketholds are a common restraint method used in psychiatric wards to restrain an individual without causing them or the psych worker attendant any harm. It is very rare for an individual to become injured or deceased while held in a baskethold, though nothing is ever perfect. One young teenager died at a state psychiatric hospital while being held in a baskethold, though this could have been a result of being overmedicated on psych drugs and suffocating. This case was 1 out of 1,000, as many teens were restrained with basketholds without causing injury or death.

3) If the individual continues to resist, lift and carry the person into the car, or onto a stretcher onto an ambulance in restraints. Then transport to a psych unit for evaluation.

If these three simple steps are followed, the probable outcome would be the individual who was resisting was transported to a safe place WITHOUT ANY INJURIES!!!

It is sad that we need to instruct the police how to do their jobs, this should have been covered in police academy training, you DO NOT BEAT SOMEONE IN THE HEAD IF YOU WANT TO RESTRAIN THEM!!!

No more excuses for police thugs. We can enforce "Kelly's Law" from a legal perspective or from a vigilante perspective, the choice is up to us. IF the judicial system fails to obtain justice for Kelly Thomas, then we the people will become our own system with our own laws and pursue justice for Kelly independent of the hopelessly corrupt U.S. judicial system.

What is good for the goose is good for the gander, thugs masquerading as police can also be removed from the physical plane if that is what is needed. God never had problems with people who took matters into their own hands for the purpose of seeking justice for the oppressed who have suffered greatly at the hands of the tyrants and bullies. God wants nothing more than for us to put the bullies and tyrants into the ground, as the worms are always looking to recycle some rotten meat!!
