Drugs money worth billions of dollars kept the financial system afloat at the height of the global crisis, the United Nations' drugs and crime tsar has told the Observer.
Antonio Maria Costa, head of the UN Office on Drugs and Crime, said he has seen evidence that the proceeds of organised crime were "the only liquid investment capital" available to some banks on the brink of collapse last year. He said that a majority of the $352bn (£216bn) of drugs profits was absorbed into the economic system as a result.
This will raise questions about crime's influence on the economic system at times of crisis. It will also prompt further examination of the banking sector...
"Inter-bank loans were funded by money that originated from the drugs trade and other illegal activities... There were signs that some banks were rescued that way." Costa declined to identify countries or banks that may have received any drugs money, saying that would be inappropriate because his office is supposed to address the problem, not apportion blame. But he said the money is now a part of the official system and had been effectively laundered...
British bankers would want to see any evidence that Costa has to back his claims. A British Bankers' Association spokesman said: "We have not been party to any regulatory dialogue that would support a theory of this kind. There was clearly a lack of liquidity in the system and to a large degree this was filled by the intervention of central banks."

(Reuters) - Governments must smash markets supplied by the global "superpower" of organized criminals trafficking drugs, people, arms and counterfeit goods, the U.N. crime chief said on Thursday.
Criminals are reaping profits in the tens of billions of dollars, Antonio Maria Costa, head of the U.N. Office on Drugs and Crime, told Reuters about a report released by his agency.
But countries are not cooperating enough with each other and the United Nations, and are too focused on traffickers.
"We have to start addressing the markets, which are gigantic in size," Costa said, adding that criminals who supply those markets have transformed themselves into a well armed, transnational "superpower."...
"Other criminals will fill the void as long as there is money to be made. Therefore, in order to fight more effectively organized crime, we must shift focus from disrupting the mafias to disrupting their markets."
"BENIGN NEGLECT"
Costa called for countries to step up action in rooting out corruption in governments and in the private sector worldwide that allows organized crime to thrive.
"We must also crack down on the accomplices of crime, like the army of white-collar criminals -- lawyers, accountants, realtors and bankers -- who cover them up and launder their proceeds."

The report by the UN Office on Drugs and Crime (UNODC) found that overall, most illicit trade flows to or from major Western economic powers as well as Brazil, Russia, India and China,(Canada and US).

Alarm bells should have gone off the moment Hai Le walked into the Bank of Montreal and asked to refinance the mortgage on his million-dollar home in Vancouver's up-and-coming Marpole area.
His alleged inability to provide proof he had the means to make the hefty monthly payments of about $4,000 should have been reason enough to crumple up and toss the application into the nearest trash can.
Le, a "sales manager," was also asking the bank to mortgage the property for its full value, a strategy that authorities say marijuana growers often use to minimize their losses should and when they get busted.
Yet despite these blatant red flags, the bank approved Le's application for a $976,000 mortgage on Oct. 22, 2008, some 15 months after he'd bought the house from a Viet Van Truong for $980,000.
Ten months after the purchase, in August 2009, Vancouver police raided Le's West 63rd Avenue home and uncovered a massive grow-op. Two days later, Le sought and received a $70,000 mortgage from the Royal Bank of Canada.
The property is now before B.C. Supreme Court in a potentially precedent-setting civil forfeiture case that calls into question the role banks play, knowingly or unwittingly, in the province's multibillion-dollar drug trade.
It also marks the first time, since civil forfeiture legislation came into effect in 2006, that the Victoria-based Civil For-feiture Office has fingered a bank as an interested party in a court action.

Now is a good time to buy ExxonMobil Corp. (XOM/ NYSE), thanks to its poor relative share price performance, low sensitivity to crude oil prices and diversified businesses, a note from RBC Capital Markets said on Monday.
RBC analyst Jacques Rousseau raised ExxonMobil to "outperform" while maintaining a price target of US$80.
Exxon shares have declined 11% so far this year, compared with an average 1% drop among its peer group. However, ExxonMobil's annual EPS falls only US8¢ a share for each US$1 drop in the price of a barrel of oil, compared with a US12¢ drop for its peers.

OTTAWA — The United Nations chief chided the Canadian government for its climate change policy Wednesday, urging Prime Minister Stephen Harper to reduce greenhouse gas emissions and to contribute new funds to help developing countries improve their environments.

Ban Ki-Moon said he was pressing Harper on the matter during a speech warning that leaders of the G8 and G20 countries should not use global economic and financial difficulties as "an excuse" to neglect previous pledges of billions of dollars for the world's poor — for doubling aid to Africa, food security, malaria and AIDS programs and maternal and child health care.
"Climate change is also something we cannot neglect because of this financial crisis," he said.
Asserting that economic recovery, impoverished country development and climate change are all interwoven, Ban said he will look to the G20 "to push for a green recovery to the global economic crisis."
