Actually the restrictive laws were passed in spite of extensive hearings at the Downtown Commission. Though no permits were required, the 22-year-old Voluntary Street Performers Guidelines were thrown out by the Riley-Porter "Move Along Every Hour" law passed by City Council. It severely limited street performer location as well as giving police a tool to harass political tablers and panhandlers.

Recently police have taken to use the Unreasonably Disturbing Noises law ("Sinister Street Singers Cited on Sidewalk" at http://www.indybay.org/newsitems/2010/01/20/18635743.php ).
