The US-Arroyo regime and the Maguindanao Massacre
JUST THE AMPATUANS but Gloria Macapagal Arroyo must be held accountable for the gruesome massacre that happened in Maguindanao. This accountability has been made exceedingly clear by the facts that are being unraveled to us each day. What are these facts and what is the Arroyo regime's complicity in one of the most heinous crimes in recent history?
First, the Ampatuans' derive their might and power from the Arroyo regime. They have been armed by no less than the Armed Forces of the Philippines. Their weapons and ammunitions which are scattered all over Maguindanao are veritable extensions of the AFP arsenal. The military, police forces, Cafgus and CVOs that participated in the Maguindanao massacre are all under the pay of the Philippine government. The guns and equipments that killed 57 people in cold blood were issued by no less than the Department of National Defense and the Department of Interior and Local Government (DILG).
As one of the most powerful warlords in Mindanao, the Ampatuans strengthened their large fascist army through Arroyo's Executive Order 546 issued in October 2006, which allowed local officials and the Philippine National Police (PNP) to deputize 'force multipliers' in the fight against 'insurgents.' This EO was followed up by a memorandum issued by Interior and Local Government Secretary Ronaldo Puno authorizing Civilian Volunteer Organizations (CVOs) to bear arms and attaching them to local government executives. The Ampatuan clan now has a 500-strong army, which includes 200 special armed auxiliary forces in the guise of Civilian Volunteer Organizations (CVO) to help in the 'counter-insurgency' campaign, as well as entire regular military and police units assigned to ensure the security of the clan members.
Second, the Ampatuans are protected by no less than Malacanang. As the nation mourns and rages in fury, the principals of the crime are gently if not respectfully handled by the authorities. Gloria Arroyo must be so beholden to the Ampatuans (who delivered solid votes for the candidates of the regime and ensured zero votes for opposition candidates in the 2004 and 2007 elections) that instead of multiple murder or conspiracy resulting to multiple murder, the Ampatuans have been simply charged with rebellion.

Even at this point, when national and international outrage has condemned the crime to the fullest, Gloria Macapagal Arroyo would not dare cross the Ampatuans. For the Ampatuans could divulge so many rotten state secrets it could mean not only her definite fall from power but serious criminal accountabilities in her nine years of tyranny
Martial Law in Maguindanao, which went through the motion of arresting the situation for peace and order has diverted the real issues surrounding the massacre. Instead of peace, it created a climate of fear and impunity where the nation's quest for justice remain exceedingly more difficult and remote. Officers of the 6th ID like Major Gen. Alfredo Cayton and 601st Commanding Officer Lt Col Menandro Jeslani were immediately and simply transferred to another location -- away from the questions and speculations regarding their and the regime's role and participation in the massacre.
And as Congress debates endlessly on this sorry state of affairs, a more devious plan seems to be unfolding, and that is the imposition of Martial Law for the entire country as a pretext to not proceed with the May elections or to declare a failure of election which will pave the way for the continuance of the Arroyo regime. Or it could even go directly into Charter Change. Under the invisible dirty hands of the CIA -- Gloria Arroyo, and her henchmen Norberto Gonzales and Eduardo Ermita are capable of anything, just anything in order to stay in power. And also, the Ampatuans and the most heinous state criminals could just go scot free under the system of impunity of the US Arroyo regime.
In our continuing quest for justice for the victims of Maguindanao and other victims of state terrorism under the regime's nine years of tyranny, let us not forget that, first and foremost, it is the corrupt and fascist regime of Gloria Arroyo that must be held accountable.
