On November 18, 2009, a delegate assembly of United Teachers Of Richmond UTR-CTA was held in San Pablo . It took place after a rigged vote by the UTR president manipulated the election in favor of a concession contract. UTR members and activists spoke about the contract, the drive for charter privatization by the UTR-CTA and state CTA leadership and the illegal manipulation of the contract vote with the calling of the police by the President Pixie Hayward Schiclele to arrest union members who were at the union hall to protect the ballots.
