Truly Reforming Law Enforcement-Ending Police Brutality

WE THE PEOPLE, Oregon State Police-Independent Citizens Review Board have researched and investigated for four years full time to get at the heart of Police Brutality that transformed our program, Truly Reforming Law Enforcement with a five point master plan to stop almost all violations of the civil rights of all people. We had fired Oregon State Police Superintendent Ron Ruecker as he failed to change specific policy/procedures as he said he did but when we received his data, he admitted no changes were made. Ruecker left OSP Dec. 1, 2006.
Oregon State passed Senate Bill 111 Peace Officers use of Physical/Deadly Force and was in full force with our 34 letters attached to the bill with our program.

WE THE PEOPLE, are the nations only all volunteers, all private citizens police oversight board, not appointed or controlled by any government officials and self funded.

WE THE PEOPLE, trust the vast majority of Police officers do a good job, some do exceptional work on and off duty, but as in all occupations some are unfit which makes it twice as dangerous that there has been absolutely NO specific standards, training, nor policy in any of the 19,000 federal, state and local police agencies of when an officer is starting to violate a persons civil rights of what action to take to protect the public from being maimed and killed in unjustifiable and against states and federal constitutional rights of all people.

For the same crime of unjustified homicide the public gets 25 years to life, and the officers get time off with pay which means we have NON-LAW ENFORCEMENT for the worst cops that get extra vacations.

WE THE PEOPLE, OF THESE GREAT UNITED STATES must make everyone that that Robert Mueller Special Prosecutor investigating the president has a history of protecting not firing the worst law enforcement top ranking officials for manor crimes. In 2006 our organization was founded as an all volunteer, self-funded and independent organization to research and investigate why officers have the power to Kill At Will Without Due Cause? We contacted Captain Fred Duihit of the training center of Oregon State Police and asked what the policy is, when an officer sees an officer repeatedly beating/kicking a restrained innocent person? The answer was without any hesitation, the witnessing officer must assist in the arrest and report the incident up the chain of command. Not until I stated, what if that person be beaten is a member of your family would then demand that the officer STOP & ARREST the illegal actions of the offending officer? Captain Duihit with a hesitation said, I will make two contacts to change that policy. Over three months later we requested a copy of the changes they said they made by requesting the governor, state attorney general and all legislators to force the Superintendent of Oregon State Police Ronald C. Ruecker sent me a cover letter that confirmed not one change was made to save innocent lives. A few months later James Chasse Jr. was beaten to death as he may have urinated against a wall in public which is a fine if found guilty. We charged Ruecker with contributing to the murder of Chasse when a Portland Police Officer killed Chasse. Oregon Senate Bill 111 Law Enforcement Use of Deadly Physical Force was passed in 2007 with our programs five major specific changes mandated to be in full force July 1, 2008 in a emergency status. On January 6, 2009 FBI Director Mueller hired Ronald C. Ruecker to the third highest ranking FBI official when Mueller was aware of said allegations, and multiple lawsuits against Ruecker that would have saved thousands of lives when all law enforcement bureaus follow our specific law and The broad mandates of Constitution of The United States. Per FBI records in 2012 in major cities of all types of murders as published in the Portland Tribune Oct. 31, 2013 in a three page featured article titled, Murders are down in Portland, but few can pinpoint the reasons why? We state that the lowest total of 20 Murders in Portland must be compared with the very worst record of well over 500 Murders in Chicago. In 2016 Chicago surpassed over 700 Murders.
