SFPUC is too late adopting Environmental Policies while adversely impacting thousands.

by Francisco Da Costa
Today, October 27, 2009 at the San Francisco Public Utilities Commission (SFPUC) meeting suddenly an announcement was made - that the SFPUC had adopted Environmental Polices to address those communities that are adversely impacted - by reference the Bayview Hunters Point. This policy is very late coming considering that some ten pertinent Environmental Principles on Racism were first adopted, Oct 27, 1991 to be addressed Nationwide.
The San Francisco Public Utilities Commission (SFPUC) is an enterprise agency that has with intent adversely impacted thousands of innocent people.

For years the SFPUC at the Phelpls Raw Sewage Treatment Plant would release Methane Gas - adversely impacting thousands right in the middle of a residential area. It does it today - but in a lesser manner. After years it has decided to burn the Methane Gas and generate some energy.

In October 27, 1991 the ten principles governing Environmental Principles and Environmental Racism - were declared and adopted. The SFPUC has been so slow that they missed the bus, the boat, the train, and the plane. Today, October 27, 2009 - 18 years later suddenly the San Francisco Public Utilities Commission has awoken up from their slumber- to come to the aid of the Bayview Hunters Point.

If the SFPUC followed the Precautionary Principle it would stop polluting and help the community residing in the Bayview Hunters Point.

Today's Press Release on Environmental Policies are not binding and just an act of good faith on the part of the SFPUC. At today SFPUC Commission the SFPUC did not ask one single valid question as to how it would provide clean water to the proposed 30,000 housing units - in the pipeline in the Southeast Area that includes Hunters Point and Candlestick Area.

On October 15, 2009 there was an exceedance of over 400,700 Asbestos structures per cubic meter at Parcel A part of Hunters Point Shipyard. A fact that I brought to the attention of the SF Public Utilities Commissioners - no one Commissioner had the decency to ask, how this fact would affect the infrastructure and the pollution of the Infrastructure laden with Asbestos structures in the laid pipes and general infrastructure?

If you go to the Bayview today the area around the Evans Shopping Center stinks to high heaven.

The SFPUC can do something about this sewage smell but does nothing much. Now, the SFPUC has decided to take in raw sewage from thousands of other units besides the 30,000 proposed in the pipe line. The SFPUC thinks nothing of importing all the Raw Sewage all the way from the Presidio of San Francisco. Why cannot it divert the raw sewage from the Presidio of San Francisco to the Ocean side? Why? Because the SFPUC is Racist.

The SFPUC thinks nothing of waiting all this time for the WEIRS to fail and most of them are in bad shape - adversely impacting the Bay. The SFPUC made a fool of itself adopting the Environmental Polices a Resolution that has no clout.

The mostly inept SFPUC thinks it can hoodwink the constituents of San Francisco. This is not so - the inept actions of the SFPUC will come to haunt it - very soon.

At today SFPU Commission the President made an announcement about the Press Release and the adoption of the Resolutions that were crafted at the last SFPU Commission held at the Southeast Facility in the Bayview. The resolution is defective and does not address the ten Environmental Principles that begun to address Environmental Injustice and Racism way back on October 27, 1991.

At the last SFPU Commission meeting the Unfinished Agenda was NOT discussed. Nor was Out Migration - two document linked to Gentrification. Who does the SFPUC think it is fooling?

It is a shame that the SFPUC today is spending over 200 million to build a brand new building at 525 Golden Gate Avenue. Wasting millions on change orders linked to the Clean Water Plan. And even though years ago we passed bonds to address both the Clean Water and Waste Water rehabilitation linked to the Big One. The SFPUC chose to first address the Clean Water Program and is now seeking more bond money to address the Waste Water.

One simple look at the SFPUC and you see a number of folks pussyfooting around. A disgrace to San Francisco and to the City's workforce.

Most of this folks in higher management make over $200,000 with benefits and do a disservice to San Franciscans. Early this morning, I had written an article and posted it this morning. After writing the article I looked at the date and remembered the Ten Environmental Principles crafted this day on October 19, 1991 - by mostly Environmentalist dealing the Environmental Racism.

I feel so sorry for the San Francisco Public Utilities Commission and its lip service to serve the constituents of San Francisco.
