Advocate for Orphans International: History of Illegal Operations and Endangering Children

They operated for over a year without the required California registration. They have used hosting families who had not completed the required criminal check.
In late 2009, David Avilla finally broke down and started the process of registering his organization, Advocate for Orphans International. This organization operated illegally for at least 18 months.

The only reason Avilla did this was because of a joint investigation by the Gilroy Police and Santa Clara County District Attorney.

The organization has committed other violations, such as putting photographs of "available" children on its various websites.

On several occasions, Avilla has permitted orphans to stay with "host families" who had not completed the required criminal check. Why? Because other arrangements had not worked out, so Avilla was willing to look the other way.

Avilla's accounting practices leave much to be desired. Funds received are overseen by him, his wife Kerry, and his sister Beth. It may not come as a surprise that Avilla has admitted to buying a large number of guitars, which he is now trying to sell.

Advocate for Orphans International is not registered as a tax-exempt organization. It purports to be able to receive tax-exempt contributions through Congressional District Programs (CDP). CDP is a private, for-profit corporation having nothing to do with Congress. CDP is affiliated with the Heritage Foundation, which sought bankruptcy protection in early 2009.

There is no reason at all to use so-called services from David Avilla, Kerry Avilla, or Advocate for Orphans International (AFOI). Aftter speaking with the various people and entities in Ukraine, we heard a much different story than what David told--from the very people he claims to work with. He persuaaded us with references to families who had adopted kids through his leads, and by the fact that he's adopted children. His assetertions of relationships with the orphanages that offer benefit is a LIE. His direct fee is not that high ($3,000), but his group Stork gets HUGE fees that surely are shared by him.

We were led to believe that through his organization, children in the hosting program were under special protection in the agencies in Ukraine, through contacts at Stork, Father George Kokhno, and the director of the orphanage.

We were notified only hours after making a last and substantial payment, that the child we were adopting had essentially been "sold" to the next highest bidder in Ukraine.

Families that have been there through Avilla's program told horror stories of desperate parents from around the world, bribing children with candy and toys to want them; children who thought they were already being adopted by people who'd hosted them in the States.

Some people do, in fact, adopt the kids they hosted through Avilla's program, but it's a roll of the dice.
