The Citizens' Police Review Board (CPRB) of Oakland met in Hearing Room #1 at City Hall on March 26th. The monthly meeting scheduled for March 12th had been postponed. Attached here are the following publicly available documents: Agenda for the March meeting; official Minutes from the previous meeting on February 5th; the CPRB's full 2008 Annual Review; and the list of Pending Cases as of March 5th, 2009. There is a large amount of information to wade through here. These documents provide insight into the workings of the CPRB as well as summaries and statistical overviews of complaints filed against Oakland police (including the case of the killing of OPD undercover narcotics officer William Wilkins, shot 11 times by two fellow officers on Jan 11th, 2001). While the full names of Complainants are released to the public, the names of officers involved in complaints are not released, nor are the CPRB hearings related to specific officers open to the public, as per the California Supreme Court Copley decision and the California Police Bill of Rights. The board can forward disciplinary recommendations to the City Administrator, yet it lacks the authority to enforce any such recommendations. Citizens' Police Review Board website:
